Salary Range
Pay Band 11 (Min: $94,443, Control Point: $125,924 Max: $138,516). Placement within a salary band is typically up to Control Point based on skills, experience and internal equity. May place over Control Point in limited circumstances.

The Opportunity
Douglas College is seeking a seasoned, strategic and operationally focused security professional to serve as Manager, Campus Security Operations and Systems . This pivotal role will lead the College's campus security program across all campuses and facilities, ensuring the safety and security of students, employees, contractors and visitors in a complex multi-site environment.

Reporting to the Director, Safety, Security & Risk Management, the Manager will provide leadership for contracted security operations, crime prevention, investigations, incident response, security risk assessments and emergency security support. A significant component of the role is responsibility for the College's electronic security systems program, including access control, video surveillance, intrusion detection, alarm monitoring and electronic locking technologies. The Manager will lead the planning, implementation, integration, lifecycle management and continuous improvement of these systems to support a modern, effective and resilient security environment.

The successful candidate will bring extensive experience leading security operations and enterprise security technology programs, with the ability to translate emerging technologies, industry best practices and security risks into practical strategies and solutions. They will be a collaborative and decisive leader who can balance strategic planning with hands-on operational demands, remain clam in complex or critical situations, and work effectively with internal stakeholders, police and other external partners. The work may involve situations requiring response outside of the normal workday timeframe, and the Manager is required to be on call, 24 hours a day, 7 days a week, in case of emergency.

WHAT IT TAKES
The Manager, Campus Security Operations and Systems is accountable for:
  • Leading the campus security operations and systems programs by designing, developing, implementing, maintaining, and reviewing cost-effective security, safety and loss prevention initiatives to address the unique issues facing the Douglas College community.
  • Provides effective security service delivery across all College campuses and facilities through the oversight of contracted security services, crime prevention initiatives, emergency response support, communications, reporting and administration in collaboration with Facilities Services and Information Technology Services.
  • Providing strategic leadership for the College's electronic security systems program, including access control, video surveillance ( CCTV ), intrusion detection, alarm monitoring and related technologies.
  • Ensuring security systems comply with applicable legislation, regulations, standards and College policies, including the B.C. Freedom of Information and Protection of Privacy Act ( FIPPA ), and conducts audits and reviews to identify and mitigate risk.
  • Leading security technology projects and initiatives including system upgrades, integrations, expansions and optimization projects to ensure emerging trends, technologies, industry best practices and innovative solutions translate to effective project planning, budget management and quality outcomes.
  • Conducting security risk assessments of College buildings, operations and programs recommending mitigation measures to reduce risk, improve security and limit liability exposure.

To Be Successful In This Role, You Will Need:
  • Bachelor's degree in a relevant field of study, as well as advanced training in areas such as security management, crime prevention, security risk assessment, or an equivalent combination of education, training and experience
  • Minimum 7 to 10 years of progressively responsible experience in physical security, electronic security systems, security technology management, or related disciplines including responsibility for the planning, implementation, operation and maintenance of enterprise security systems;
  • Minimum 5 to 7 years' experience overseeing staff, contractors, consultants or service providers in a complex organizational environment;
  • Experience within a post-secondary, public sector, healthcare, municipal government or similarly complex multi-site environment is preferred;
  • Demonstrated experience managing enterprise security technologies, including access control systems, video surveillance ( CCTV ), intrusion detection systems, alarm monitoring, electronic locking systems and related technologies
  • Demonstrated experience leading security technology projects, including system design, procurement, implementation, integration, commissioning, lifecycle, replacement and continuous improvement initiatives;
  • A Certified Protection Professional ( CPP ) designation, Physical Security Professional ( PSP ) designation or an equivalent professional certification is considered an asset.

Additional Information
Regular hours of work are 8:30 am - 4:30 pm, Monday to Friday, however occasional evenings and weekends may be required. The work may involve situations requiring response outside of the normal work day timeframe, and the manager is required to be on call, 24 hours a day, 7 days a week, in case of emergency. Travel between various Douglas College's locations is required.
