BC Emergency Health Services is hiring a Manager of Aviation Services to provide management of the Aviation portfolio and staff to ensure aviation services supplied to the BCEHS meet operational Key Objectives.

Key Accountabilities
  • Manage Contracts and Service Agreements established between the BCEHS and commercial Air Carriers for dedicated and ad hoc charter aviation services.
  • Maintain guidelines, policies and procedures for Aviation Services within the BCEHS that include the development and implementing aviation standards and requirements for Aviation Services including quality assurance standards and industry recognized best practices regarding aircraft operations and maintenance.
  • Monitor, assess and report on contracted Air Carriers' implementation and adherence to standards, as set by Transport Canada, the BCEHS contracts and the aircraft manufacturers.
  • Monitor, assess and report on contracted Air Carriers for their service performance relative to our Contract requirements.
  • Monitor, assess and report on heliport and/or airport facilities as to their condition and ability to safely support the provincial air ambulance system.
  • Design common standards for heliports that support Emergency Medical Services (EMS) at BC Medical facilities and work with related Health Authorities to achieve those design and operational standards to safely provide air ambulance helicopter service to those sites.
  • Develop and maintain positive working relationships with the operations and maintenance staff of contracted air carriers and work closely with key air carrier staff to ensure safe and quality service is provided to the BCEHS.
  • Contribute to the development of positive external linkages with community, various levels of government, other health regions and health related organizations to share best practices and promote the BCEHS aviation program.
  • Identify and establish appropriate requirements for aircraft equipment and maintenance above and beyond those required by regulation, in order to meet the needs of BCEHS.
  • Provide expert advice to the Director, Aviation, other BCEHS management and staff related to flight safety and quality assurance programs.
  • Ensure that primary aviation service providers are audited on a regular basis, as scheduled by the Director, Aviation, to determine if contractual and regulatory obligations and requirements are met.
  • Participate in, and contribute to aviation auditing efforts or risk assessment evaluations of dedicated and ad hoc charter air carriers.
  • Collaborate with air ambulance services in other jurisdictions, particularly related to air ambulance operations, flight safety and quality assurance programs.
  • Ensure that an aviation incident/accident investigation is conducted in any matter related to BCEHS associated aviation transports and that investigative reports are supplied to the Director, Aviation.
  • Ensure communications regarding service interruptions of aircraft, airports or heliports that will affect our ability to provide Air Ambulance Service is fanned-out to appropriated teams (E.g. Dispatch, Medical Teams, etc.) in a timely manner.
  • Ensure communications relating to any identified safety risk or defective process is fanned-out to appropriate teams in a timely manner.
  • Ensure that program-wide disaster preparedness and business continuity plans are in place and carried out, in time of need.
  • Serve as co-chair of the Provincial (Air) Occupational Safety and Health Committee.
  • Represent the Director, Aviation as an alternate spending authority for Aviation Services.
  • Diligently monitor and control spending costs to align with the Annual Budget set for Aviation Services.
  • Maintain currency in relevant new aviation technologies and best practices.
  • Research and evaluate aircraft equipment specific to program needs and make recommendations to the Director, Aviation regarding its potential use.
  • Assist the Director in researching, developing, and designing procurement Request for Proposals, Request for Quotations, or Request for Qualifications for aviation services that meet the needs of BCEHS and our Critical Care Patient Transport Teams.
  • Contribute to the evaluation and selection of bid proponents for issuance of contracts related to the BCEHS air ambulance service.
  • Represent the Director, Aviation on a number of Committees, work groups and task forces, as requested.
  • Implement policy and procedural changes as directed by the Director, Aviation.
  • Manage expanding initiatives to assist other BC Government agencies in their procurement of contracted or chartered aviation services and give guidance in support of flight logistic planners.
  • Cover for the Director, Aviation when the Director, Aviation is on leave.
  • Serve as the after-hours "On-call Manager", on a rotational basis shared with other Provincial Critical Care Program Managers to give guidance and direction to CUPE Paramedics and Dispatchers.
  • Develop and deliver aviation-related training to paramedics, flight dispatchers and Critical Care Transport Team members, as required.
  • Provide leadership and direction to subordinate employees.
  • Manage special projects, as assigned by the Director, Aviation.

Qualifications
  • A level of education, training, and experience equivalent to a Bachelor's degree in a relevant discipline such as Business Administration or Business Management and ten (10) years of progressively responsible experience in the military or commercial aviation industry with rotary wing and or fixed wing operational experience.
  • Have significant experience as a flight operations manager, pilot, aircraft maintenance engineer, aviation quality assurance manager, or Transport Canada safety inspector.
  • Have strong interpersonal skills.
  • Possess a command of the English language and have strong communication and writing skills.
  • Able to effectively communicate with senior managers within the BCEHS, the Health Authorities, and aviation industry and aviation government agencies such as Transport Canada, Nav Canada or Transportation Safety Board of Canada.
  • Must have project management experience and effective associated management skills.
  • Proficient in the use of Microsoft Office Suite programs and data base management.
  • Able to use Microsoft Project, or other project management software.
  • Is a self-starter capable of initiating and completing tasks on his/her own and, at times, with limited supervision or direction provided.
  • Has the ability to function effectively in a dynamic organization with changing priorities.
  • Has the ability to function effectively in a challenging Emergency Service environment, where expedited responses to situation may be necessary.
  • Must be physically and mentally able to perform the duties of the position.
  • Willing and able to travel, when necessary, to fulfill the duties of the Manager, Aviation Services.
  • Knowledgeable in heliport and/or airport operations would be an asset.
  • Comprehensive knowledge of legislation and standards related to the inspecting, licensing and regulating of aircraft, aviation personnel, air carriers and aircraft operators. Knowledge of airports/heliports and supporting facilities and determining certification under Transport Canada standards would be an asset.
  • Knowledge of the BC Emergency Health Care system and the delivery of air ambulance services would be an asset.
  • Ability to provide leadership, guidance and direction to others.
  • Effective negotiation, interpersonal and communication skills.
  • Ability to use appropriate strategies to resolve conflict and build consensus between stakeholders on critical issues.
  • Ability to anticipate and respond to changing priorities or unforeseen opportunities.

Typical Hiring Range: $108,147 - $141,943

The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
