A successful candidate in the Management & Program Analyst position will serve as the technical lead, lead program analyst and data management analyst responsible for analytical and evaluative processes related to Transmission Technology Operations Program Support within Operational Technology (OT) Control Centers.

As a Management & Program Analyst, you will:
- Serve as a subject matter and functional expert and technical lead in the formulation of the strategy and operational requirements for the development of automated information processes to support Operational Technology (OT) Control Center Operations.
- Coordinate the OT General Support System (GSS) structure and functional teams and facilitate developing program strategies to link with the Federal Information Security Management Act (FISMA) based accreditation GSS structure.
- Serves as the senior analyst and technical lead and expert responsible for control center support program execution and overseeing administrative analytical, dashboard reporting, Power BI and evaluative work related to the planning, design, and implementation of new and improved automated information processes to meet the business requirements of OT.
- Coordinate and collaborates with other subject matter experts in the organization to ensure the automated information systems respond to current and future needs throughout the various OT organizational levels.
- Advise BPA management in implementing and integration of electronic reporting and customer interfaces for OT supported services.

QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service.
Specialized experience for this position is defined as: 1) analyzing technical requirements and user issues to design, adapt, and test systems supporting Operational Technologies including (but not limited to) identity or privilege management functions; 2) monitoring changing strategic initiatives and requirements and recommending least cost automation solutions to meet strategic objectives; 3) interpreting regulations, drafting, and reviewing procedures to support compliance with federal or industry standards (such as NERC CIP, NIST, or FISMA), including coordinating cyber, physical, or logical access request programs; and 4) leading cross-functional initiatives to identify, diagnose, resolve complex software, systems, and compliance-related process issues."Experience" refers to paid and unpaid experience.
