QualificationsBasic Requirements: To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the
GS-12 grade level in the federal or public sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience
should demonstrate the following:
- Negotiating effectively with senior management to accept recommendations that change established concepts and procedures.
- Conducting detailed analysis of complex functions and work processes.
- Prepare long-and short-planning Human Resources management and administrative guidance in accordance with policy and objectives.
- Analyzing cost and develop reports to justify present and future funding needs.
- Developing and interpreting administrative policies and procedures.
- Providing advisory, guidance and interpretation of policy guidance for managing officials.
