SummaryAs a Management & Program Analyst (Space Management) at the GS-0343-13, you will be part of the Central Services Division, Office of the Chief Financial Officer, U.S. Equal Employment Opportunity Commission. If selected, you will be responsible for all facets of planning, developing, advising and administering commercially and federally leased real property and furniture for the agency's Headquarters and Field Offices.
DutiesHelp
- Develops, determines and submits real property requirements to the General Services Administration (GSA) based on the agency's space allocation standards and in compliance with Federal Management Regulations (FMR) and industry building code.
- Provides draft project plans with technical advice and design services to the agency's managers and staff for the optimum acquisition, utilization, and alteration of space within commercially and federal leased real property.
- Approves and authorize Space Management projects and actions.
- Research and investigate new or improved space management practices for application, development and plotting space data required for use in management and direction of capital resource programs and performing life-cycle cost analysis.
- Communicates through writing reports or oral recommendations for energy conservation ergonomics, efficient layout, and meeting Office of Management and Budget (OMB) and GSA established baselines.
- Prepares and reads Computer Aided Design (CAD) drawings.
- Serves as project manager over space management and will be responsible for recommending and monitoring project budgets and agreed upon timelines to prevent excessive space management expenditures and project delays.
- Interacts with the GSA building manager or other appropriate individuals for problem resolution while assuring customers are kept informed as to service status.

QualificationsFor the GS-13: You must have at least one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Specialized experience is defined as applying federal laws, regulations, and guidance from GSA and OMB in space management, along with the ability to interpret the Federal Management Regulation and Uniform Federal Accessibility Standards while conducting space planning analysis, design, and implementation. This experience also includes leading space management projects and using AutoCAD and Excel to create and maintain space management databases for commercially and federally leased real property acquisitions, budgets, and furniture.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS- 13 level.
