Summary

This position is located in the Office of the Secretary of War (OSW), Office of the Director of Administration and Management (DA&M), Performance Improvement Directorate. The DA&M serves as the principal advisor to the Secretary of War (SW) and Deputy Secretary of War (DW) on establishing policies for DOW-wide administration, organization, and management, and for directing shared services, business operations, and security support for OSW and other supported DOW components.

Incumbent typical work assignments may include the following:

  • Serves as a senior advisor and recognized technical authority on enterprise-level management, organizational structure,
    administrative operations, performance improvement, and governance.
  • Manages, analyzes, and coordinates highly sensitive action items, taskings, briefing packages, and
    policy materials involving issues of paramount national security, administrative, organizational, or management importance.
  • Provides cross-functional management studies, strategic initiatives, executive decision support, process improvement, governance analysis, policy implementation, organizational transformation, and sensitive special projects.
  • Independently plans, leads and integrates major assignments that directly influence Department mission execution administrative governance, organizational alignment, resource allocation, and long-term management effectiveness.
  • Ensures executive decisions are translated into actionable, enterprise-wide implementation plans
    and monitors execution to ensure alignment with leadership intent, policy direction, resource priorities, and Department governance
    requirements.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1. Conducting management studies and program evaluations to assess the productivity, effectiveness, and efficiency of administrative operations; 2. Evaluating the alignment of administrative support functions and strategic programs; and 3. Analyzing problems and operational gaps within multi-agency task forces, performance improvement initiatives, and governance structures.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1. Planning and executing highly complex, enterprise-wide management studies, program evaluations, and strategic projects; 2. Synthesizing qualitative and quantitative data into actionable solutions that resolve systemic gaps; and 3. Evaluating management and administrative services and improving organizational effectiveness and efficiency and assisting and advising senior leadership.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1. Monitoring activities, identify problem areas, and assist with corrective actions to ensure responsive and timely resolution of issues; 2. Developing authoritative recommendations for senior leaders; and 3. Analyzing and improve administrative operations across Human Resources, budgeting, facilities, security, and contract management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
