Job Summary

Finance Shared Services (FSS) is on a journey to transform and modernize the way finance services are delivered, and we are looking for a Management Consultant who wants to help write the next chapter.

In this role, you will become a key partner in shaping the future Finance Shared Services operating model. You will work alongside finance leaders, subject matter experts, operational stakeholders, and governance bodies to understand how work is performed today and envision how it can be delivered tomorrow. Through business process mapping, current and future state analysis, organizational assessments, and finance process evaluations, you will identify opportunities to improve efficiency, strengthen controls, enhance customer experience, and create a more standardized and sustainable service delivery model.

Your work will begin with asking the right questions. You will meet with stakeholders across the organization, facilitate workshops, interviews, and working sessions, and lead discussions that uncover challenges, opportunities, dependencies, and risks. You will gather and analyze qualitative and quantitative information, evaluate process maturity, transaction complexity, service demands, technology dependencies, and stakeholder impacts, and transform complex findings into actionable recommendations that help leaders make informed decisions.

As projects take shape, you will help define their direction by determining scope, objectives, methodologies, implementation approaches, and success measures. You will develop business cases, options analyses, transformation roadmaps, implementation plans, benefits realization frameworks, and performance tracking mechanisms that clearly demonstrate the value, implications, risks, and outcomes of proposed changes. You will provide strategic and operational policy analysis, formulate recommendations, and advise senior leaders on matters related to programs, services, governance, organizational effectiveness, management practices, and finance transformation initiatives.

Working within large and complex environments, you will support and lead consulting engagements that address organizational design, process improvement, management restructuring, governance enhancement, service delivery optimization, and enterprise-wide transformation. You will explore opportunities to centralize, standardize, automate, and streamline finance processes while balancing people, process, and technology considerations. Throughout these initiatives, you will ensure internal controls, audit requirements, compliance obligations, and service quality expectations remain a central focus.

As a trusted advisor, you will regularly bring your findings, analysis, and recommendations forward to clients, stakeholders, steering committees, and governance bodies. You will prepare reports, presentations, briefing notes, executive materials, and other communication products that translate complex information into clear and compelling narratives. You will facilitate conversations that build alignment, encourage collaboration, and help stakeholders reach consensus on future-state solutions.

The role will also involve leading and supporting cross-functional, interdepartmental teams and working groups across Finance Shared Services workstreams, including Accounts Receivable, Collections, Accounts Payable, and Banking. You will coordinate efforts across multiple initiatives, support organizational change and transition activities, contribute to stabilization and service handover planning, and, where required, assume temporary managerial or supervisory responsibilities during periods of organizational transition.

Beyond individual projects, you will contribute to broader corporate priorities by supporting the development and implementation of effective governance models, management systems, operational frameworks, and corporate policies. You will research emerging management methodologies, tools, and applied social science concepts, advising leaders on innovative approaches and their practical application. You will also promote organizational learning and continuous improvement by fostering strong relationships with colleagues, stakeholders, and professionals across related fields, ensuring current knowledge, skills, and practices remain at the forefront of your work.

What you need to be successful:

Success in this role comes from combining strategic thinking with practical execution. The ideal candidate brings post-secondary education in Business Administration, Finance, Accounting, Public Administration, or a related discipline, or an equivalent combination of education and experience. Professional certifications such as CPA, PMP, CBAP, Lean Six Sigma, Kaizen, or other transformation-focused credentials are considered strong assets and reflect a commitment to process improvement and organizational excellence.

You have considerable experience leading or supporting finance transformation initiatives involving shared services models, centralized operating environments, and enterprise-wide process standardization and automation. Your experience includes business process mapping, current and future state design, organizational assessments, and the development of business cases and recommendations that evaluate benefits, risks, dependencies, and implementation considerations. You have worked within large, complex organizations, and experience within public sector or unionized environments is highly desirable.

You are recognized for your ability to facilitate productive discussions, build trust with diverse stakeholders, and act as a valued advisor to senior leaders, finance managers, and operational teams. Your analytical and problem-solving capabilities allow you to transform large volumes of complex information into meaningful insights and practical recommendations. You are comfortable using process documentation tools, data analysis techniques, ERP platforms, and financial management systems to support evidence-based decision-making.

You understand how strong service delivery models are built and sustained. You have experience developing and implementing service level agreements, key performance indicators, customer experience measures, transition plans, stabilization strategies, service handover models, benefits realization frameworks, and performance reporting mechanisms. You understand the importance of internal controls, compliance requirements, audit obligations, and continuous performance measurement in ensuring the long-term success of transformation initiatives.

Most importantly, you recognize that transformation is ultimately about people. You approach change with empathy, collaboration, and integrity, balancing operational effectiveness with stakeholder needs. You bring exceptional written and verbal communication skills, familiarity with public accountability and governance principles, and a demonstrated commitment to equity, diversity, inclusion, and respectful workplace practices aligned with Toronto Public Service values.

This is an opportunity to help shape how finance services are delivered in the future, creating lasting impact through thoughtful analysis, meaningful collaboration, and transformational change.
