Summary

This position is within the Office of Human Resources. As a Management and Program Analyst, you will provide advice to management officials on workforce planning initiatives and processes, manpower and organization design and implementation for the National Nuclear Security Administration.

As a Management and Program Analyst, you will:

  • Provide management and analysis of agency-wide manpower data to include but not limited to full-time equivalent tracking, utilization, and execution and manage organizational and position data in various systems of record.
  • Manage the workforce planning program to include enterprise-wide personnel strategic needs and workforce analysis. Contributes to the comprehensive development of agency-wide strategic planning and objectives to bridge the gap between the present and future organizational workforce requirements.
  • Conduct and manage a variety of complex mid and long-range manpower studies to assist in devising and recommending integrated approaches to workforce planning and management, providing long-range program plans, goals, objectives, and milestones.
  • Analyze comprehensive workforce data to project future workforce trends and identify resource requirements to optimize workforce planning initiatives.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-2 or GS-12. Specialized experience for this position is defined as experience in workforce planning initiatives and processes, manpower and organizational design and implementation efforts that require identification of workforce trends, conducting studies, forecasting long-term workforce requirements and providing recommendations to the leadership team.

Time-in-Grade/Band: Current Federal employees must have completed 52 weeks in a position equivalent to the next lower band (NQ-2) or GS-12.

CTAP/ICTAP candidates: CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.
