Summary

The Veterans Health Administration (VHA), Office of the Chief of Staff (COS), is a national office dedicated to improving VHA and federal government-wide, access to care, quality safety, and efficiency. This position serves as Management & Program Analyst, leading the transformation of the culture within VHA towards Personalized, Proactive, Patient-Driven Care (PPPC), and provides oversight and coordination of the initiatives throughout VHA specific to the full implementation of PPPC.

Duties

Major duties include but are not limited to:

  • Serves, in coordination with the VHA Chief of Staff, as the provider of executive leadership, strategic direction, and oversight into the transformation of health care services within VHA into Personalized, Proactive, Patient-Driven Care (PPPC).
  • Ensures the smooth functioning of the office and represents the VHA Chief of Staff in their absence.
  • Provides oversight and guidance to responsible program offices within VHA toward developing a structured work plan to organize the work on each established initiative and creating a tracking and evaluation process to ensure goals are obtained and measured for effectiveness toward desired outcomes.
  • Ensures that initiatives developed in support of PPPC are fully aligned with the strategic objectives of VHA and VA and that the necessary resources are available for implementing initiatives in transforming services into Personalized, Proactive, Patient-Driven Care.
  • Serves as the key proponent to program offices for developing legislative and non-legislative initiatives and proposals related to all VHA activities.
  • Establishes and maintains effective communication channels with internal stakeholders (VACO, VISN, and Facility) and external stakeholders (Veteran Service Organizations, Congress, DOD, HHS, Professional Organizations, etc.) that facilitate understanding and promote culture change within VHA to PPPC.
  • Applies extensive knowledge of VHA and VA policies and programs to provide officials with ways to assist program offices and field facilities in implementing initiatives and facilitating strategic alliances and partnerships essential to leading and sustaining the transformation of culture and innovation within VHA.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to (resume must support 3/5 of the listed):
    • Manages and analyzes complex healthcare delivery and health professions education programs through strategic planning, multidisciplinary project management, and comprehensive program evaluation.
    • Applies advanced program analysis principles and Lean Six Sigma methodologies to assess organizational processes, identify opportunities for improvement, and implement sustainable solutions that enhanced operational effectiveness, efficiency, and productivity.
    • Develops, evaluates, and implements program strategies and performance measures to improve clinical, educational, and administrative operations while ensuring alignment with organizational goals and regulatory requirements.
    • Collaborates effectively with national program offices, VISN leadership, medical center executives, clinical and administrative staff, and external stakeholders to address complex operational challenges and facilitate organizational change.
    • Delivers presentations to diverse audiences and fostered productive working relationships through strong written, verbal, and interpersonal communication skills while supporting continuous process improvement across the organization.
