Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Accountability, Performance Management and Analysis Division, located in Washington, DC.

Joining Customs & Border Protection (CBP), Office of Accountability, will allow you to utilize your expertise to provide expert advisory, analytical, and technical support to management on the development, execution, and sustainment of agency performance and improvement initiatives, including the management of performance metrics, policy analysis, and the evaluation of new legislative and Department of Homeland Security (DHS) directives impacting CBP operations. This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10). In this Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in providing expert analytical, advisory, and oversight services for the comprehensive development, implementation, and strategic management of CBP programs and policies with a focus on performance management and program evaluation; evaluating and refining existing policies; devising strategic improvements; analyzing new federal legislative and agency directives; developing and monitoring management information systems; generating substantive findings and actionable recommendations; principal advisor on critical issues, fostering stakeholder engagement; and ensuring the effective application of management programs to fulfill the agency's mission and achieve long-term strategic objectives.

Typical Work assignments include:

  • Developing, implementing, and strategic oversight of organizational performance management systems that improve operational effectiveness and efficiency.
  • Providing expert technical assistance and direct support are delivered to headquarters and field management, ensuring effective application of planning systems and management programs to fulfill mission requirements.
  • Developing, implementing, and continuously monitoring sophisticated management information systems; preparing, and presenting key finding, analyses and well-substantiated recommendations to senior leadership; and maintaining comprehensive oversight and robust metric tracking for all assigned programs, analyzing performance data, identifying trends, and ensuring accountability.
  • Planning, developing, delivering, and participating in high-level briefings, presentations, and strategic conferences for supervisors and executive management, such as quarterly performance results discussions, performance improvement meetings, and strategy development workgroups.
  • Identifying and evaluating the potential applicability and effect of new or proposed federal legislation, executive orders, DHS directives, and other pertinent agency decisions, analysis focusing on impact on headquarters and field office operations, managerial programs, and evolving requirements.

Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Developing and evaluating performance management systems, measures, and controls to improve program effectiveness.
  • Assessing the impact of statutes, directives, policies, or issuances on agency programs and operations.
  • Preparing briefings, reports, findings, and recommendations for senior leadership decision-making.
  • Coordinating with headquarters, field, program, or external stakeholders to collect, validate, and analyze program data.

  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/21/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.
