Summary

DCSA seeks a Strategic Performance Management Analyst to serve in the Business Operations team supporting agency-wide priorities through data-driven analysis and process improvement. The selectee will lead projects, assess operational gaps, develop performance reports, and coordinate stakeholders to implement solutions. Ideal candidates have experience managing complex initiatives, analyzing qualitative and quantitative data, and communicating actionable recommendations.

As a MANAGEMENT AND PROGRAM ANALYST (STRATEGIC PERFORMANCE MANAGEMENT ANALYST) you will be responsible for the following duties:

  • Serve in the DCSA Business Operations Office to support agency-wide strategic priorities.
  • Analyze operational processes and performance data; generate reports and visual products that promote transparency, accountability, and informed performance decisions.
  • Lead information strategy, requirements collection, and process-improvement efforts to improve the use and value of organizational data assets.
  • Identify and prioritize process gaps, system deficiencies, and mission requirements; recommend solutions to improve organizational effectiveness.
  • Plan and execute complex projects and analyses, establishing scope, objectives, deliverables, schedules, resources, and performance measures.
  • Engage stakeholders to validate requirements and implement change; develop reports, presentations, and communications that convey findings and recommendations.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG- 12 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes: Supporting organizational strategy and mission outcomes with complex program analysis,process-improvement, and change-management initiatives; Utilizing information strategy, data asset management, business capability modeling, and process design or redesign methodologies; Planning, coordinating, and independently executing multiple projects involving requirements collection, capability assessments, system deficiencies, and organizational effectiveness; Analyzing qualitative and quantitative information to develop actionable recommendations while coordinating with internal and external stakeholders; Communicating requirement collection results and recommendations through reports, presentations,and other visual products.

Specifically you will be evaluated on the following competencies:

1.Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.

2. Qualitative/Quantitative Analysis - Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets.

3.Program Management - Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities.

4. Stakeholder Management - Knowledge of concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).

5.Planning and Evaluating - Organized work, sets priorities, and determines resource requirements; determines short or long term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Substitution of education may not be used in lieu of specialized experience for this grade level.
