The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Performs extensive operational reviews, prepares comprehensive program analyses/evaluations and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives.
  • Recommends program staffing; develops changes in methods, procedures and techniques to improve baseline measures; and conducts studies of employee/organizational efficiency and productivity and recommends changes in improvements in organization, staffing, work methods procedures.
  • Plans, coordinates and establishes operating methods and procedures for accomplishment of project mission, and as needed, directs the development and accomplishment of employee training relating to the project.
  • May act as a senior analyst providing guidance and assistance to lower graded specialists and may also serve as a project manager responsible for accomplishing various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
  • Performs other duties as assigned.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIRMENTS: To qualify for this position, you must meet the qualification requirements outlined below:

SPECIALIZED EXPERIENCE/EDUCATION GS-09: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience includes:

  • Experience applying fact-finding, analytical, and evaluative methods to gather, organize, and examine information concerning program operations, work processes, or administrative activities; identifying procedural issues; and documenting findings and recommended corrective actions.
  • Experience preparing and presenting data, interpretations, conclusions, and recommendations orally and in writing to support reviews of program operations and the achievement of established goals and objectives.


OR

EDUCATION: You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in any field of study.

OR

Two (2) full years of progressively higher-level graduate education leading to any field of study.

OR

LL.B. or J.D., if related.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of graduate education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE/EDUCATION GS-11: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes:

  • Experience gathering, assembling, and analyzing facts concerning functional programs, operations, and work processes; conducting studies or evaluations; identifying problems or procedural deficiencies; developing alternative courses of action; and recommending changes to methods, processes, or administrative procedures.
  • Experience planning and coordinating project activities; establishing work objectives, schedules, and milestones; monitoring project progress; and preparing and presenting plans, findings, and recommendations orally and in writing to management or other stakeholders.


OR

EDUCATION: You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree.

OR

Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

OR

LL.M., if related.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE GS-12: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes:

  • Experience conducting operational reviews, analytical studies, or program evaluations; analyzing inventory, workload, workflow, or performance information; identifying delays, gaps, overlapping activities, or procedural deficiencies; evaluating the effects of proposed changes; and recommending revisions to operating methods, staffing, work processes, or administrative procedures.
  • Experience planning, scheduling, implementing, monitoring, and evaluating projects or studies; establishing project objectives, milestones, resource requirements, and evaluation criteria; coordinating project activities; and documenting project results and recommended actions.
  • Experience analyzing business measures against established standards; developing spreadsheets, reports, or other work products to track and communicate program data; identifying operational problems; evaluating alternative solutions through cost-benefit, risk, or comparable analyses; and recommending a course of action.
  • Experience preparing and delivering reports, project papers, manuals, directives, job aids, training materials, briefings, or other technical products; presenting findings and recommendations to management; and negotiating resolution of disputed recommendations or proposed changes.

You must also meet the following requirement(s):

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens"
  • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
