Summary

This position is in Department of Labor's (DOL's), Employment and Training Administration (ETA), Office of Policy Development and Research (OPDR).This position serves as a Management and Program Analyst and performs analytical and evaluative work related to the planning, development, administration, and improvement of substantive mission-oriented programs and operations.

Help

• Conducts data analysis and evaluations of mission-oriented programs and operations to assess performance and accountability, identify issues and improvement opportunities, and develop recommendations for management.
• Provides input on program objectives, policies, priorities, and plans; advises management on operational issues and requirements; and handles complex program activities while coordinating with staff and stakeholders.
• Researches and develops policies, procedures, guidance, and implementation strategies; recommends improvements to program and management processes; and ensures consistency with statutory, regulatory, and departmental requirements.
• Provides technical guidance to stakeholders, prepares analytical and briefing materials on program performance and status, and leads meetings and training to support implementation of program activities and requirements.
• Leads or supports special projects, coordinates cross-organizational efforts, represents the organization in meetings, and works with officials and stakeholders to address complex or controversial issues.

Qualifications

For GS-13: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal service.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

To be eligible for this position, applicants must meet the specialized experience criteria as outlined in the vacancy announcement. Specifically, resumes must reflect one year of specialized experience at the next lower grade level (GS-12) or equivalent, including the month, year, and number of work hours for each relevant experience listed. For the purposes of this announcement, the public workforce system is defined as the national network of Federal, State, and local entities such as programs authorized under the Workforce Innovation and Opportunity Act (WIOA), American Job Centers (AJCs), State and Local Workforce Development Boards, community colleges, and other partner organizations that provide employment, education, training, and career services to job seekers, workers, and employers. These services may include job search assistance, career counseling, occupational skills training, classroom or work-based training, or similar activities that support individuals in entering or advancing in the labor market.

Qualifying specialized experience includes meeting all of the following statements:

• Experience applying performance accountability requirements, regulations, and evaluation methods related to the public workforce system;
• Experience developing and providing technical assistance, such as written guidance, oral presentations, or web-based tools on performance-related topics;
• Experience creating briefing materials, including data analysis, charts, graphs, or reports, and providing oral briefings to office or agency leadership; and
• Experience conducting data analysis on public workforce system performance outcomes and translating findings into graphical or visual representations for public or leadership audiences
