Typical work assignments at the full performance level include, but are not limited to:- Providing recommendations on complex issues or problems impacting well established programs, projects of limited scope, or facets of larger, complex projects and programs.
- Consulting and coordinating with managers to complete assignments and review special projects, long- and short-range plans.
- Reviewing information, reconciling conflicting data, and devising new or modified methods to analyze findings.
- Analyzing data sources to provide actionable recommendations.
- Providing actionable recommendations to critical stakeholders based on data analysis and findings.
- Analyzing and evaluating issues or projects in order to develop program plans, goals, objectives, and milestones.
- Articulating goals and objectives and report on findings, prepare justifications for critical infrastructure security and resilience development solutions.
- Developing and presenting findings and recommendations on complex issues or problems impacting agency programs.
- Providing guidance on resolving, implementing, or managing program or policy issues.
- Recommending actions to maintain or improve operational services.

To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying.You qualify at the GS-11 grade level, if you have:EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing
two (2) of the following duties:
- Conducting and documenting comprehensive analyses and evaluations of organizational programs, systems, and processes; OR
- Assisting with the research, analysis, and input to program and policy issues; OR
- Reviewing analysis used to assess and improve program effectiveness; OR
- Providing support in the analysis and identification of program, and operational issues.
OREDUCATION:
A. Ph.D. or equivalent doctoral degree from an accredited institution that included major study in a field that provided the knowledge, skills, and abilities necessary to do the work of the position.
OR
B. Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.M. (Master of Laws) degree, if related
ORCOMBINATION OF EDUCATION AND EXPERIENCE: An equivalent combination of education and experience as described above may be used to substitute for the specialized experience requirement. Only graduate education in excess of the second year (determined by the institution) or 36 semester hours or 54 quarter hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement.
You qualify at the GS-12 grade level, if you have:EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing
three (3) of the following duties:
- Giving technical advice and guidance on program management topics, including budgeting/contracting issues, procurement, timelines, deliverables, etc.; OR
- Preparing reports on original or ongoing projects with varied, complex features that require a fresh approach to resolve new problems or identify analytic tools/requirements; OR
- Utilizing multiple analytical methods and techniques to evaluate policies and issues, perform research and analysis, and providing technical advice and recommendations to management and senior officials on administrative program operations, policies, and regulations; OR
- Determining pertinent issues and collecting relevant information from a variety of sources and working with team to develop recommendations.
You qualify at the GS-13 grade level, if you have:EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing
all the following duties:
- Serving as a subject matter expert on strategic initiatives, including developing and implementing timelines, tracking budgeting/contracting issues, overseeing deliverables, communicating project risk to leadership, and designing and implementing project plans that achieve the objectives; AND
- Developing recommendations and proposals that are presented to leadership/ decision makers based on research and in-depth understanding of project complexities; AND
- Utilizing management, program, project, and resource management systems to create, update, maintain and generate reports for management team use in making program decisions; AND
- Giving technical advice and guidance on program management topics, including budgeting/contracting issues, procurement, timelines, deliverables, etc.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule (GS) position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program.
