The primary purpose of this position is to To serve as a multi-capable Program Manager and MAJCOM subject matter expert for Lean/Six Sigma Continuous Improvement and Innovation (CI2) and Lessons Learned (LL) programs.

  1. Continuous Improvement Program Manager: Serves as a Primary or Alternate MAJCOM Continuous Improvement (CI2) Program Manager, Senior Technical Advisor, Subject Matter Expert (SME), and consultant.
  2. Management Advisory Services: Represents the command's Continuous Improvement and Innovation (CI2) and Lessons Learned (LL) program across all levels of the organization.
  3. Innovation Program Manager: Serves as a Primary or Alternate MAJCOM Innovation Program Manager, Senior Technical Advisor, Subject Matter Expert (SME) and consultant.
  4. Lessons Learned Program Manager: Serves as a Primary or Alternate MAJCOM Lessons Learned (LL) Program Manager, Senior Technical Advisor, Subject Matter Expert (SME) and consultant.
  5. Contracting Officer Representative: Serves as a Primary or Alternate COR for the Air Force Reserve Command Continuous Improvement and Innovation (CI2) Services Contract, Senior Technical Advisor, Subject Matter Expert (SME) and consultant.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
  • Shift work and emergency overtime may be required
  • Certification as a CPI/LSS Black Belt is required and Master Black Belt certification is preferred.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Certification as a CPI/LSS Black Belt is required and Master Black Belt certification is preferred.
  • If not already a certified COR must complete all required training to achieve certification at the appropriate level no later than 6 months from the date of their appointment.
  • The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
  • The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.


Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes includes expert knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness. Comprehensive knowledge of military structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Comprehensive knowledge of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources (people, money, or equipment) in manpower Air Force wide program(s). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of effective project management strategies (traditional and agile) and change management methods, skills and tools be able to direct staff throughout all project stages across a wide diversity of organizations, functions, and work processes which result in organizational change for serviced organizations which include MAJCOM HQ, NAF and Wing.

2. Mastery of advanced Program Management and Air Force applications, principles, and practices in the areas of Lessons Learned, Continuous Process Improvement and Innovation and the ability to expertly apply such knowledge across a range of functions and operations in a highly resource constrained environment.

3. Expert knowledge of a wide range of quantitative and qualitative LSS and CPI process methods, techniques and tools, Strategic Alignment and Deployment (SA&D) principles, and Business Case Analysis (BCA).

4. Expert knowledge of effective coaching, mentoring and training principles, techniques, and tools required to affect positive transfer and application of knowledge, skills and abilities in adult recipients.

5. Knowledge of the Air Force organizational structure, program goals and objectives, measures of effectiveness, work processes, and administrative operations of the organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
