As of 10/01/2021, the MAPA career ladder has changed and is no longer a GS-7/9/11/12/13. PHYSICAL DEMANDS Work is primarily sedentary, although some slight physical effort may be required.
WORK ENVIRONMENT Work area is adequately lighted, heated and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Occasional travel may be required.
MAJOR DUTIES - Serves as an advisor and consultant to executives, managers, and operational personnel by performing functions which include a range of planning, research, analysis, and administrative management functions addressing highly complex issues relative to the Bureau.
- Plans, researches and analyzes a broad range of management/program functions which address diverse and highly complex duties related to a wide array of administrative management issues including, but not limited to, budget and financial management, compliance management, forecasting and planning, policy development, program development and assessment, strategic planning, and/or data analytics that have a direct impact on operations and missions.
- Prepares project plans and/or oversees complex studies that require the analysis of interrelated issues of effectiveness, efficiency, and productivity that affect FBI administrative programs; provides recommendations to problems that impact program goals/objectives; determines required resources; performs appraisal of the utilization of resources in accomplishing objectives and goals; recommends new and/or changes to existing policies; and prepares short- and long-range plans in accordance with FBI policies and directives.
- Develops standards covering complex program functions/missions for new or substantially altered operational missions and programs. This may include methods to improve the effectiveness with which programs are administered, new approaches for program evaluation, new approaches to identify workload factors and performance levels, and new ways to resolve administrative problems and/or administrative regulations/guidelines.
- Conducts highly complex process management/program analyses to identify inefficiencies, streamline processes, eliminate redundancies, develop performance measures, and ensure processes meet valid administrative/program requirements.
- Prepares, presents, and defends recommendations and findings to management in complex written reports, memoranda, executive summaries, and analytical narratives. These may serve as the basis for decisions regarding the continuation, re-direction, or termination of projects.

Specialized Experience (SE) GS-13: Applicant must possess at least one (1) year of SE equivalent to the
GS-12 grade level.
SE is defined as follows: - Conducted timely reviews of operating practices to determine compliance with applicable statutes, laws, regulations, and policies and developed recommendations on the efficiency and effectiveness of operations.
- Evaluated and advised on current management/program practices; developed procedures for providing administrative/operational support systems; and tracked goals and objectives.
- Gathered, evaluated and compiled a variety of analytical data and information to report progress, explain problems discerned with the data, and provided recommendations for solutions.
- Prepared presentations, formal and informal reports, correspondence, briefings, charts, tables, and graphs that were distributed throughout an organization.
