Introduction
THE CITY OF OCEANSIDE IS AN EQUAL OPPORTUNITY EMPLOYER

The City of Oceanside is recruiting for a provisional (i.e. two-year position) Management Analyst, under the direction of the Coastal Zone Administrator in the City Manager's Office. The Management Analyst prepares extensive administrative analysis, guided by City and departmental practices and operations; performs complex organizational and budget studies; assists in designing, coordinating and implementing projects and programs as assigned; prepares reports; makes recommendations, including methods for implementation on a broad range of assigned subject matter areas; researches and develops grant applications to fund programs and projects; assists various operating departments on specialized administrative problems including grant administration, staffing requirements and equipment/software needs; and performs related work as required. Specifically, as related to coastal issues, the Coastal Zone Management Analyst assists the Coastal Zone Administrator with the following tasks:

  • Communication coordination and public education program development, as related to building coastal resilience and adapting to sea level rise
  • Outreach or associated coordination for tabling, outreach events and webinars
  • Assists with applying for grants and administering awarded grants, pertaining to coastal and marine issues
  • Acts as a liaison with other departments, on coastal issues, specifically with Parks and Recreation, Public Works, and Development Services Department
Candidates must possess a Bachelor's degree from an accredited college or university, with preference given to candidates that possess a scoliotic background and/or training in coastal management, environmental/climate science, environmental studies, geology, civil engineering, urban planning, natural resource management or a related field, and have 3+ years of professional experience working in an office environment.

Examples of Duties
Prepares extensive administrative analyses, studies and research projects regarding City and departmental practices, procedures and operations; performs complex organizational and budget studies; assists in designing, coordinating and implementing projects and programs as assigned; prepares reports, both analytical and statistical; makes recommendations, including methods for implementation on a broad range of assigned subject matter areas; assists various operating departments on specialized administrative problems including staffing requirements and equipment usage levels; may assume supervisory responsibility over office staff; and performs related work as required.

Minimum Qualifications
Knowledge of:
  • Public procurement processes and contracting procedures for consulting or construction services;
  • Basic awareness of climate adaptation and resilience strategies, including sea level rise planning and flood risk reduction;
  • Community engagement and public communication strategies, particularly in coastal or environmental contexts;
  • Federal, state, and local coastal regulations and policies, such as the California Coastal Act and CEQA/NEPA;
  • Project planning and implementation, including budget development, grant administration, and interagency coordination;
  • Microsoft Office Suite (Word, Excel, Outlook, PowerPoint); familiarity with project management or document tracking tools is a plus;
  • Organization and operation of municipal government.

Ability to:
  • Support the development, tracking, and administration of grants, budgets, and contracts for coastal projects;
  • Coordinate and communicate effectively with internal departments, outside agencies, consultants, and community stakeholders;
  • Assist with organizing and facilitating public meetings, workshops, and stakeholder engagement activities;
  • Demonstrate initiative, sound judgment, and adaptability in a public agency setting;
  • Research and analyze problems and prepare recommendations on a variety of issues;
  • Prepare clear, concise oral and written reports, including staff reports, briefing materials, and outreach content with a high level of accuracy;
  • Manage multiple priorities and deadlines in a dynamic and collaborative work environment;
  • Establish and maintain effective working relationships;
  • Demonstrate an awareness and appreciation of the cultural diversity of the community.

Experience and Training
Experience: A minimum of three years of progressively responsible administrative, budgetary or analytical experience. Experience in administering programs in a governmental jurisdiction is highly desirable.
Training: Graduation from an accredited college or university with a Bachelor's degree in public administration, economics, business administration or a related discipline. Master's degree is highly desirable.

License: Possession of, or ability to obtain, an appropriate, valid driver's license.
Working Conditions and Selection Process
Environmental Conditions: Office environment; exposure to computer screens

Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods of time.
Selection Process: All properly completed applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. The process may include any combination of a written exam, oral interview, training and experience appraisal, and/or skills assessment to further evaluate job-related qualifications.
