MDW Associates is currently seeking a
Management Analyst to support the Office of the Director of Administration & Management, Oversight and Compliance Directorate, Privacy and Civil Liberties Division (O&CD(PCLD)), The successful candidate must demonstrate a familiarity with, and ability to be effective in, the DoW working environment.
The
Management Analyst may perform a combination of some or all of the following duties:
- Facilitate the end-to-end lifecycle of SORNs, ensuring that any system or application that collects, maintains, uses, or disseminates Personally Identifiable Information (PII) is accurately documented and legally compliant.
- Utilizing research and analytical skills to support the mission of government personnel. Research to be primarily focused on government activities, such as statutes, regulations, memoranda, decisional analyses, and other binding or advisory guidance.
- Draft, review, amend, and rescind System of Records Notices (SORNs) in coordination with system owners and privacy officers. Ensure all SORNs meet strict statutory and regulatory requirements prior to publication in the Federal Register.
- Serve as a liaison between system owners, component privacy officers, and legal counsel to resolve privacy-related issues and clarify SORN requirements.
- Prepare SORN packages for approval and coordinate the submission process for Federal Register publication and Congressional/OMB reporting.
- Maintain accurate tracking and documentation of the SORN portfolio. Participate in biennial reviews of SORNs to ensure they accurately describe current systems of records.
- Provide expert guidance and assistance to component activities regarding the implementation of the Privacy and Civil Liberties Program. Assist the government team members with the creation and presenting of SORN writing training series sessions and various other trainings for components. Assist in the development of training materials and awareness campaigns related to PII protection and the Privacy Act.
Required Experience/Skills:- At least three (3) years' work experience with demonstrated skills and experience to provide executive level project and program support required.
- Experience working within the DoW or other Federal agency, or as contract support to such agency, working with Federal privacy, civil liberties program(s), specifically working with the Privacy Act of 1974, SORNs, and PIAs.
- Skill in communicating with senior leaders (e.g., interpersonal skills, approachability, effective listening, appropriate use of style and language).
- The ability to interact with people at various levels within and outside the organization and to obtain information.
Preferred Experience/Skills:- Familiarity with the Privacy Act of 1974 and its SORN requirements
- Knowledge of relevant reporting systems such as CATMS and ROCIS
Education Requirement(s):- Bachelor's degree or higher.
Security Requirement(s):- Candidates for this position must have an Active Secret Security Clearance or higher.
