Full Job Description
The Management Analyst III assigned to the UI Benefits System and Strategy Unit within the Department of Unemployment Assistance (DUA) is responsible for high-level operational support, business analysis, reporting, and performance analytics to improve service delivery, compliance, and efficiency. The incumbent serves as a project lead on operational and strategic initiatives, ensuring alignment with agency goals and regulatory requirement.

The incumbent confers with agency staff, including but not limited to, Director of Claims and Appeals, Director of Revenue, Internal Control, Director of Labor Relations, and senior management to identify operational problems, compliance risks, and business needs; determines the need for and conducts special studies, audits, and operational reviews; and recommends changes in agency operations, policies, procedures, and programs; compiles information for management use; and performs related work as required. The incumbent :

Develops, documents, and implements standardized processes and procedures to improve consistency, efficiency, and accountability across all business operations. Leads employee audit activities to ensure compliance with internal controls, agency policies, and labor agreements.

Analyzes automated systems and collaborates with Information Technology staff to resolve problems, enhance system functionality, and recommend improvements. Leads testing and implementation activities for system enhancements.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

- Reviews and analyzes business operations, workflows, and performance data to identify trends, inefficiencies, and opportunities for improvement.

- Leads projects related to business operations, including planning, execution, monitoring, and reporting of outcomes.

- Develops, documents, and maintains business processes, standard operating procedures, and internal control frameworks.

- Conducts employee audits in collaboration with Internal Control to ensure compliance with agency policies, procedures, and regulatory requirements.

- Works closely with Labor Relations and senior management to address audit findings, and support workforce-related initiatives.

- Confers with agency staff and stakeholders to identify problems and determine appropriate methods for conducting studies, audits, and operational reviews.

- Designs and implements data collection methods and evaluates results to ensure validity and reliability.

- Compiles and analyzes data and prepares reports for management.

- Recommends and supports implementation of changes to policies, procedures, and systems.

- Assists in the design, testing, and implementation of systems.

- Coordinates with IT staff to resolve system issues.

- Monitors implementation of process changes.

- Provides technical assistance and training.

-Compiles information for the Director from automated reports, and other sources, and disseminates this information in the form of narrative reports, manuals, charts, graphs, tables, etc.

-Evaluates program effectiveness and recommends improvements.

PREFERRED QUALIFICATIONS

Knowledge of Microsoft Suite; ability to analyze and present data in various formats, including charts, tables, and other visualizations; and ability to interpret complex sets of data.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis, program administration, or program management or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.*

II. A Graduate degree with a major in business administration, budget management, public administration, industrial engineering or industrial management may be substituted for a maximum of three years of the required experience.*

III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will be permitted for a maximum of three years of the required experience.
