JOB SPECIFICS

As part of the Community Services Strategy and Planning Management Team, the Management Analyst II will support department-wide data, reporting, systems analysis, and performance measurement efforts. This position will translate complex data into clear, accurate, and actionable information for leadership, program managers, supervisors, internal stakeholders, county partners, state agencies, and the public.

The Management Analyst II will develop, maintain, and improve Power BI reports, dashboards, data visualizations, and analytical tools used to monitor programs, operations, outputs, outcomes, and service trends. This position will work with data systems, reporting tools, and query tools to gather, analyze, and interpret information that supports program monitoring, operational decision-making, and department-wide planning.

This position will work closely with divisions to identify data needs, define meaningful metrics, and establish processes for monitoring key outputs, outcomes, trends, and service indicators over time. The Management Analyst II will also analyze current reporting systems, methods, and procedures; identify opportunities for improvement; and recommend solutions that improve data access, consistency, efficiency, and usefulness across the department.

The Management Analyst II will support the preparation and review of data used in internal and public-facing reports, dashboards, presentations, and other materials. Strong attention to accuracy, context, confidentiality, and data integrity is essential, particularly when information is shared with residents, elected officials, community partners, and other external audiences.

In addition to routine report maintenance and recurring data updates, this position will support larger data and systems projects involving state agencies, counties, vendors, and cross-functional internal teams. Success in this position requires strong analytical, technical, project coordination, and communication skills, as well as the ability to balance ongoing reporting responsibilities with broader data modernization, performance measurement, system improvement, and cross-agency data initiatives.

DESIRABLE EXPERIENCE:
  • Ability to translate complex data into clear, accurate, and actionable information for technical and non-technical audiences
  • Experience developing, maintaining, and improving Power BI reports, dashboards, and data visualizations
  • Ability to work with data systems, reporting tools, or query tools to gather, analyze, and interpret data; familiarity with SQL or database query tools is preferred
  • Knowledge of human services, public sector, or government program data

JOB SUMMARY

The Management Analyst II analyzes, evaluates and implements systems, programs, methods and procedures. Prepares a variety of statistical reports used to evaluate the efficiency and effectiveness of department programs and services. Employees in this class may act as project leaders on designated projects.

DUTIES & RESPONSIBILITIES

  1. Collect and analyze operations data, prepare and present findings.
  2. Gather and analyze data to determine issue resolution or assess user needs.
  3. Perform stakeholder analysis.
  4. Analyze performance measurement.
  5. Develop and run database queries and interpret the results.
  6. Analyze and recommend feasibility of automating procedures.
  7. Write statistical or narrative reports and present findings.
  8. Recommend supported solutions or alternatives to management.
  9. Research, prepare and coordinate grants and vendor contracts.
  10. Assess and implement work distribution plans.
  11. Prepare financial reports; monitor current revenue and expenses; and make budget recommendations.
  12. Provide staff support for governmental committees and act as a liaison with public agencies.
  13. Act as a liaison with community organizations, public agencies; foundations, and intra-county divisions.
  14. Provide systems support to the department.
  15. Customize operational systems.
  16. Develop system and application training materials and train staff.

WORK ENVIRONMENT

Work is sedentary in nature performed within the Government Center or satellite offices. Lifting requirement of 15-20 pounds on an occasional basis. Frequent wrist and finger manipulation due to high concentration of filing, compiling, calculating, or computer work. Equipment used may include, but is not limited to, computer, calculator, telephone, copier, scanner, and fax machine. Additional physical/mental requirements that occur may not be listed above but are inherent in performing the position's essential functions. Work interruptions are frequent. There is some pressure associated with project or activity deadlines and details. Driving or riding to attend meetings may be required.
Individuals operating a motor vehicle for County business must possess a valid driver's license.
