Summary:

This Management Analyst I position is located within the Bureau of Consular Affairs, Resource Management Unit (RMU). RMU serves as the primary strategic planning and oversight body for bureau-level resource management. It is responsible for developing and maintaining the bureau’s strategic plan, establishing regulations, and prioritizing resources to align with mission objectives. RMU generates requirements, conducts cost of service modeling, and negotiates with interagency service requesters and intradepartmental service providers to secure necessary resources and services. Additionally, the RMU ensures transparency and accountability in resource allocation by coordinating with other bureaus and offices to align with Department-wide policies and standards. Through its strategic focus, the RMU provides the framework for effective resource management, enabling the bureau to meet its operational and strategic goals efficiently.

Responsibilities

Essential Job Functions:

  • Function as a Management Analyst and expert on management systems techniques, processes and technology that will optimize the Division's operations.
  • Analyze administrative processes and/or Division programs.
  • Write reports, letters, and other documents with recommendations for management programs, policies and activities.
  • Analyze strategic plans and allocations, goals, objectives and sub-objectives, performance measures, and other strategic processes and products.
  • Analyze performance metrics, to include indicators which can be used to assess performance of programs.
  • Assist in the creation of or update of a central repository of Strategic planning information to be used for Performance Reporting.
  • Oversee the preparation of various recurring reports such as monthly, quarterly, cumulative semi-annual and cumulative annual reports of use of travel services.
  • Provide technical guidance and assistance to staff in the review of documents.
  • Perform other related duties as assigned.
  • Maintain SharePoint, Teams, and CAWeb sites for Strategic Planning.
  • Maintain and develop guidance and Standard Operating Procedures, trackers, and training for both programs.
  • Analyze administrative processes for both programs, updating as necessary.
  • Use data analytics tools and develop data visualizations as required.
  • Provide technical guidance and assistance to lower-level staff on audit coordination and management controls.
  • Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices related to financial audits, internal controls, and enterprise risk management.
  • Other duties as required by the team and/or assigned by RMU leadership.
Qualifications

Necessary Skills and Knowledge:

  • Must possess excellent verbal and written skills.
  • Must possess a customer service approach, to include but not limited to people-first attitude, problem-solving and maintaining highest standards of personal/professional ethics.
  • Must be Proficient in the use of Microsoft applications (MS Word, PowerPoint, and Excel).
  • Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices.
  • Knowledge of and skill in applying analytical and evaluate techniques in order to plan, schedule and conduct studies and analyses of management functions or programs.
  • Knowledge of substantive programs, goals, pertinent laws, and policies in order to analyze and assemble information; and knowledge of management and organizational techniques, systems and procedures to perform analytical studies.

Minimum Qualifications:

  • Must be a U.S. citizen with a valid U.S. passport and possess or obtain/maintain a minimum SECRET clearance.
  • Associates degree preferred and 7 years of experience.

Preferred Qualifications (Education, Experience, Skills): 

  • Department of State experience preferred.

Pay and Benefits

The salary range for this position is $90,000.00 to $105,00.00 annually.
