Summary

You will serve as a MANAGEMENT ANALYST in Port Operations Code N31of COMMANDER - NAVAL INSTALLATIONS.

Duties

Help

• You will be responsible for preparation, formulation and analysis of the Port Operations Program Capability Plans.
• You will provide complex substantive Port Operations Program management support services in the areas of program cost analysis, annual/multi-year/long range fiscal planning and development of annual work plans.
• You will provide advice, assistance and technical guidance to improve mission effectiveness, resource efficiency, and resource savings.
• You will provide program planning, assessment, coordination and advisory services for the CNIC Headquarters Port Operations Program on a wide variety of complex interrelated issues regarding organizational readiness.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This position is eligible for ad-hoc/situational telework at the discretion of management.
• Certain incentives (such as Relocation) may be authorized to eligible selectees.

Qualifications

GS-13:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of shore establishment program operations
• Experiencing utilizing knowledge in logistics and support services, in relations to service craft, boats and waterfront equipment capabilities, in providing advice, assistance, technical guidance on work processes and functions
• Experience providing budget revision and spending trends utilizing Planning, Programming, Budgeting, and Execution System (PPBES).

GS-12:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience with pertinent laws, regulations, policies, and precedents, which effect the use of program and related support resources in the area studied
• Experience with major issues, program goals and objectives, work processes and administrative operations of the organization
• Experience in developing new or modified work methods, organization structures, management processes, and/ or program administration procedures
