The Safety Manager is responsible for implementing safety programs, managing safety personnel, supporting operational teams, conducting audits and investigations, ensuring regulatory compliance, and driving continuous improvement in all aspects of site safety performance.

Responsibilities

Job Responsibilities
Safety Leadership & Program Management
  • Provide leadership, guidance, and direction for all site safety activities and personnel.
  • Partner closely with Operations and Maintenance Management to promote a strong safety culture.
  • Implement and maintain site-specific safety policies, procedures, and programs.
  • Ensure compliance with OSHA 1910, OSHA 1926, client requirements, and company policies.
  • Maintain an active and visible presence in the field to support safe work execution.
  • Lead and promote Zachry's safety initiatives and behavioral-based safety programs.
Compliance & Regulatory Oversight
  • Stay current on regulatory changes and emerging safety requirements.
  • Interpret and implement applicable federal, state, local, and customer safety regulations.
  • Assist management in responding to regulatory inquiries, inspections, and complaints.
  • Partner with Corporate Safety Support on compliance matters and corrective action plans.
  • Maintain all required safety records and documentation.
Incident Management & Investigations
  • Lead and review incident investigations, root cause analyses, and corrective action plans.
  • Ensure corrective actions are identified, implemented, and tracked to completion.
  • Monitor trends and develop proactive strategies to prevent recurrence.
  • Participate in workers' compensation and case management activities as needed.
  • Ensure timely and accurate reporting of incidents and safety metrics.
Audits, Assessments & Continuous Improvement
  • Conduct and oversee site audits, inspections, and safety assessments.
  • Evaluate site conditions and identify opportunities for improvement.
  • Track audit findings and corrective actions through closure.
  • Analyze safety performance data and develop recommendations for improvement.
  • Assist in defining and improving site safety processes while eliminating inefficiencies.
Training & Workforce Development
  • Coordinate and facilitate new hire safety orientations.
  • Ensure all required safety training is conducted and documented.
  • Provide guidance on safety briefings, pre-task planning, and Job Hazard Analyses (JHAs).
  • Support supervisor and employee development on safety-related topics.
  • Promote employee engagement and ownership of safety processes.
Emergency Response & Fire Protection
  • Review and support site emergency response plans.
  • Assist with emergency drills and emergency preparedness initiatives.
  • Support fire prevention and fire protection programs.
  • Ensure emergency response procedures remain current and effective.
Safety Team Leadership
  • Provide supervision, coaching, and support to Safety Facilitators and Safety Representatives.
  • Ensure adequate safety resources are available to support site operations.
  • Promote professional development and continuous learning among safety personnel.
  • Foster collaboration between safety personnel, management, and craft employees.
Qualification Highlights

  • Previous refinery, petrochemical, maintenance, turnaround (TAR), power generation, or heavy industrial experience preferred.
  • Strong working knowledge of OSHA 1910 and OSHA 1926 regulations.
  • Experience leading incident investigations and root cause analyses.
  • Experience conducting audits, inspections, and compliance evaluations.
  • Ability to effectively influence employee behaviors and promote a positive safety culture.
  • Proficient in Microsoft Office Suite, including Excel and Word.
  • Strong written and verbal communication skills.
  • Must be able to meet all physical requirements of the position.
  • Must have reliable transportation.
Preferred Qualifications
  • Current or former Zachry/JVIC employee.
  • Associate's or Bachelor's Degree in Occupational Safety, Industrial Hygiene, Construction Management, or related field.
  • NCCER Field Safety Certification.
  • NCCER Safety Technology Certification.
  • OSHA 30-Hour Certification.
  • CHST, OHST, ASP, CSP, or other BCSP certifications.
  • First Aid, CPR, and AED certifications.
  • Experience supporting maintenance and turnaround projects.

  • Ability to work in confined spaces and at elevated heights.
  • Ability to wear personal protective equipment, including respirators when required.
  • Ability to work in various environmental conditions.
  • Must possess good visual acuity, depth perception, and hearing.
Work Environment
  • Outdoor industrial maintenance and construction environment.
  • Exposure to varying weather conditions, including heat, cold, wind, humidity, and rain.
  • Moderate to high noise levels.
  • Regular exposure to heavy equipment, cranes, forklifts, process equipment, vehicles, and industrial operations.
  • Work may be performed in production units, confined spaces, elevated work areas, and active construction zones.
  • Frequent interaction with craft professionals, supervisors, management personnel, contractors, and client representatives.
