Description of Work

About the Long-Term Recovery Supervisor:
The Long-Term Recovery Supervisor directs and supervises the coordination of government of the State's Long Term Recovery Disaster Relief Mitigation Funds and awarded unmet needs grants in accordance with State guidelines and directives. The selected candidate will instruct and direct staff in implementing the following state disaster declarations, including interpretation of federal and state laws, rules, regulations, and policies. The Long-Term Recovery Supervisor interprets and oversees fiscal and financial program records and reports to facilitate grant management from project formulation to grant project reconciliation and finally to the programmatic closeout of a disaster grant.

Other job duties include, but are not limited to, the following:
• Serving as an ambassador to the State of North Carolina in educating the State about disaster recovery programs and emergency management in North Carolina.
• Developing and coordinating applicant briefings for federally declared disasters.
• Maintaining good working relationships with applicants, other employees, and those in other state and federal agencies.
• Speaking effectively in public presentations, expressing ideas clearly in writing, and clearly communicating data.
• Applying advanced knowledge of financial management and effectively communicating financial information.
• Exercising judgment in applying and interpreting state and federal grant policies and procedures.
• Coordinating and managing damage assessments, scopes of work, and cost estimates.
• Giving close attention to work detail, especially in performing calculations for project formulation, payments, Final Inspection Reports, and other analytical reports.

Position requires periodic overnight travel and weekend duty, excessive overtime during emergencies/disasters, and may require deployment to disaster areas for extended periods.

The mission of North Carolina Emergency Management is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of efficient and effective preparedness, response, recovery and mitigation of all natural and man-made hazards and threats.

About the Recovery Section:
The primary mission of the Recovery Section to manage and implement efficient and effective disaster recovery programs as authorized under N.C.G.S. 166A and other relevant legislation.

Bachelor's degree from an appropriately accredited institution and four years of experience in developing emergency operations and/or strategic plans, or emergency management response and/or recovery operations; or an equivalent combination of training and experience.
