Telecom Long Haul fiber facilities associated with Department of Transportation (DOT), municipal, utility, and infrastructure improvement projects. This role combines field investigation, engineering analysis, utility coordination, relocation design, permitting support, and risk assessment to ensure the protection and continuity of critical telecommunications infrastructure. The engineer serves as the primary technical resource for conflict resolution and develops engineered solutions that meet Telecom standards, DOT requirements, and municipal regulations.
Key Responsibilities Conflict Analysis and Resolution - Perform detailed engineering evaluations of existing Long Haul fiber facilities impacted by roadway, bridge, drainage, utility, and municipal improvement projects.
- Identify utility conflicts and determine appropriate mitigation strategies, including:
- Facility protection
- Lowering or raising facilities
- Relocation and rerouting
- Encasement design
- Bridge attachment modifications
- Route redesign alternatives
- Evaluate compliance with DOT utility accommodation policies, clearance requirements, and municipal standards.
- Develop conflict avoidance recommendations and relocation strategies.
- Update engineering records and project documentation to reflect approved designs.
Engineering Analysis and Recommendations - Identify and document conflicts between existing telecommunications facilities and proposed construction projects.
- Prepare conflict matrices, conflict tables, and engineering assessments.
- Develop engineering recommendations including:
- Final stationing and offsets
- Elevations and facility clearances
- Conduit and cable placement requirements
- Design alternatives and constructability considerations
- Provide technical analysis to support legal mandate and utility relocation requirements.
- Recommend solutions that balance engineering feasibility, cost, regulatory compliance, and network reliability.
DOT, Municipal, and Agency Coordination - Serve as the technical representative for Telecom during utility coordination activities.
- Coordinate with:
- State and local DOT agencies
- Municipal engineering departments
- Utility owners
- Project consultants
- Permitting authorities
- Attend utility coordination meetings and project review sessions.
- Respond to right-of-way (ROW) inquiries and agency requests for engineering information.
- Support conflict resolution reviews and provide technical justification for proposed solutions.
- Assist with permit applications and regulatory compliance activities.
- Coordinate with project owners, municipalities, and permitting agencies to obtain approvals and resolve project issues.
Relocation Design Development - Develop temporary and permanent relocation designs for impacted Long Haul facilities.
- Prepare engineering packages including:
- Route modifications
- Conduit and cable relocation plans
- Splice schematics
- Fiber assignment updates
- Cutover plans
- Construction drawings and details
- Evaluate relocation alternatives and recommend optimal solutions.
- Prepare material requirements, labor estimates, and project cost estimates.
- Issue final engineering packages for construction and implementation.
Risk Assessment and Network Protection - Evaluate impacts to critical telecommunications infrastructure, including:
- Backbone fiber networks
- Interoffice transport facilities
- Cellular backhaul routes
- Enterprise service networks
- Assess risks associated with:
- Network redundancy
- Service interruptions
- Fiber capacity limitations
- Splice and cutover activities
- Construction sequencing
- Future network expansion requirements
- Develop mitigation strategies to minimize service disruptions and operational risks.
- Ensure engineering solutions maintain network reliability, resiliency, and long-term scalability.
Field Investigation and Documentation - Conduct field surveys and site assessments to verify existing facility conditions.
- Collect and validate utility, ROW, and infrastructure data.
- Document existing conditions, conflicts, and recommended resolutions.
- Maintain accurate project records, engineering drawings, and project documentation.
- Support construction teams during project execution and cutover activities.
Required Qualifications - Bachelor's degree in Engineering, Engineering Technology, Telecommunications Engineering, Civil Engineering, or a related technical discipline, or equivalent industry experience.
- 5+ years of telecommunications engineering, OSP engineering, utility coordination, Long Haul engineering, or infrastructure design experience.
- Experience with Long Haul fiber networks, utility relocations, and conflict mitigation projects.
- Working knowledge of DOT utility accommodation policies, municipal design standards, and right-of-way requirements.
- Experience reading and interpreting engineering plans, utility records, and construction drawings.
- Proficiency with telecommunications design tools, GIS systems, CAD platforms, and engineering documentation.
