Liquid Operations Manager
The Liquids Operations Manager plays a critical leadership role in overseeing all aspects of liquid terminal operations at Texas International Terminals. This position ensures the safe, efficient, and compliant handling of a range of liquid products including refined fuels, marine fuels, and crude oil. Key responsibilities include coordinating product receipt, storage, processing, and shipment activities in alignment with customer requirements and regulatory obligations.
As a highly visible and field-engaged leader, the Liquids Operations Manager is accountable for driving a strong safety culture, managing daily operations, and fostering team performance. The role requires operational expertise in liquid handling systems and infrastructure, sound judgment, and the ability to balance technical execution with commercial awareness.
This individual serves as a key liaison between operations personnel, customers, regulatory agencies, and internal stakeholders. Success in this role demands the ability to lead a high-performing team, uphold rigorous compliance standards, and ensure operations are executed on schedule, within budget, and to the highest quality and safety standards.
Roles:
- Tank Farm:Responsible for overall operational oversight of all liquid and process operations at the terminal, with accountability for safety, efficiency, environmental compliance, and customer satisfaction.
- Supervision:Oversees and supports frontline supervisors and crew leads, ensuring that operational teams are well-coordinated, trained, and performing effectively.Responsible forensuring thestaffing,training, development, and discipline ofliquidsoperation personnel. Responsible for managing the performance and development of both field and office-based team members.
- Safety& Compliance:Ensures strict adherence to OSHA regulations, environmental standards, and company safety policies. Leads safety initiatives, conducts audits, and promotes a strong safety culture across the team.Investigatesincidents and implements corrective measures to prevent recurrence.
- Process & Equipment Optimization:Identifiesoperational inefficiencies and implements improvements to boost productivity and reduce costs.Overseesthe maintenance and readiness of equipment andensurestimelyprocurement of parts and supplies. Works with the maintenance team to execute preventive maintenance plans.
- Performance Monitoring & Collaboration:Tracks key performance indicators (KPIs) and provides regular reports to senior leadership. Collaborates withlogistics, customer service, and other departments to ensure coordinated, efficient operations. Supports strategic initiatives and contributes to company-wide improvement efforts.

Responsibilities:
- Responsible for safely managing liquid and process operation activities and personnel. This includes coordination of productreceipt, processing, storage, and shipments to meet customer requirements.
- Ensure operation is executed in a safe, environmentallysound,and efficient manner.
- Responsible for staffing the operation to execute daily activities whilemaintainingcost sensitivity within budget requirements
- Physically present daily in the field providing crew supervision, training, coaching, crew development, discipline, recruitment, hiring, and terminations.
- Ensuretimelyandcost-efficientreceipt, production,storageand shipment of refined and bulk liquid products.
- Update product forecasts, production matrix, andon-streamavailability with terminal customers.
- Manage production, storage, and marine customers' communications.
- Prepare annual expense and Capital budgets for Board approval.
- Manage budgeted expense and Capital projects
- Approve invoices and ensureaccurateplant accounting.
- Prepare monthly reports- inventory, production, safety, environmental compliance, and costforecasts.
- Assistthe terminal security officer; maintain USCG MTSA and TWIC requirements
- Ensure pipeline integrity management, damageprevention,and public awareness requirements are met.
- Assistwith all regulatory compliance and auditsincludingDOT, TCEQ, USCG, and EPA.
- Coordinate andadministrateallemergency, preventive and contract maintenance.
- Manage, coordinate, provide leadership to and evaluate work of liquid and process operations personnel.
- Administer recordkeeping which includes shipping and receiving documentation and product quality,shrink, and inventory records.
- Train and develop operators and office personnel in appropriateskillin their areas tomaintainsafe operations.
- Assume responsibility for all facility safety requirements, which include: 1) coordinating all inspections and maintenance of safety equipment, 2) monitoring operator and contractor safety habits and maintenance procedures, 3) activelyparticipatein training exercises with area first responders and emergency personnel.
- Ensure compliance with all Federal, State, and local regulations.
- Assistin troubleshooting atterminal.
- Responsible for the safe handling of various marine fuels, crude oils, and refined products. This includes storage, pipeline operations, truck loading, and marine operations. Additionalduties include SOP development and training, PSM, RMP, DOT, and environmental recordkeeping, terminal troubleshooting, and design modifications.

- Ability toquickly and accurately troubleshoot equipment and processes and provide critical thinking in times of operationalupset.
- OSHA, EPA, TCEQ, MTSA, and Rail/FRA experience, awareness, training, and certification.

Qualifications and Education Requirements: (list preferred and required qualifications)
- Qualifications - Chemical Engineer with 5+ years managing operations preferred.
- 12+ yearsdemonstratedsuccess in safely overseeing and managing a liquids operation department.
- Must have or be able to obtain a TWIC card.
- Mustpossessand maintain a valid US driver's license.
Physical Demands:
- Candidates must be able to work in confined spaces and be capable of climbing ladders, scaffolds, and working at heights.
- Must be able to perform work wearing PPE including but not limited to rain gear, chemical protective clothing, supplied air and air purifying respirators, safety harness, FRC, hard hat, ear plugs, safety glasses, etc.
- Respiratoryprotectionfit-testing, pulmonary function testing, and fit for duty exam ifrequired.
- Candidates must be able to lift and carry up to 50lbs, unassisted.
- Will be working M-F, normal day shift, eight hours, and overtimerequiredas needed.
