Job Requistion

Department: Gaming Commission Licensing
Position to be filled: Licensing Director

  • Bachelor's Degree (BA/BS) in related fields such as Business Administration, Accounting, Human Resources, Management, Criminal Justice, or Paralegal Studies plus five years' experience in Auditing, Accounting, Gaming, Regulation, or Criminal Justice related roles.
  • Three years' experience in a supervisory or management role.
  • Valid California Driver License
  • Must be insurable through company's carrier and maintain throughout employment
  • Ensure accurate and timely processing of applications and comprehensive investigations into applicants and vendors by reviewing and assisting investigations as necessary.
  • Enhance the effective regulation of gaming by ensuring that the licensing and approval of applicants and vendors will meet the standards of honesty and integrity.
  • Prepare, modify, and monitor budget expenditures ensuring adherence to Tribal expectations and departmental needs.
  • Review and update local CJIS policy to comply with NIGC and FBI CJISSECPOL
  • Act as LASO or Co-LASO for the purpose of CJIS policy compliance and enforcement.
  • Perform special investigations for the Gaming Commissioners and Tribal Council.
  • Liaison with other Tribal Government Regulatory Agencies and Law Enforcement Agencies.
  • Prepare written reports regarding suitability, license denials, revocations, suspensions and specific license requirements or conditions for the Gaming Commission, NIGC and Gambling Control Commission.
  • Maintain knowledge of laws such as the Fair Credit Act and Americans with Disabilities act and how they relate Indian Gaming licensing and investigations.
  • Ensure that all Departmental Policies and Procedures meet the expectations and standards expected of the Gaming Commission as well as comply with all applicable law and regulations.
  • Testify and/or present evidence at hearings regarding licensing sanctions imposed by the Gaming Commission. Prepare summary reports regarding the licensees/applicants to the Gaming Commissioners prior to the hearings.
  • Give presentations at orientation for new employees, which include teaching basic responsibilities, rules and regulations of Gaming Commission.
  • Maintains record files on all applicants as well as statistical records of all commission license activity.
  • Determines what vendors require licensing under the Tribal Gaming Ordinance and Compact requirements. Issues and receives vendor and principal license applications fees
  • Develop, and maintain training materials for investigation techniques and procedures, including databases available for use in the investigation process
  • Keeps Gaming Commission Chairman/ Commissioners and staff updated on all changes made with the licensing process policies and procedures and changes made by the National Indian Gaming Commission (NIGC) and California Gambling Control Commission (CGCC)
  • Provides guidance, counsel, training and direction to staff
  • Drive company or personal vehicles to conduct business on behalf of the Licensing Department.

Reports To: Gaming Commissioners

Range of Pay: $91,520 - $100,900.80 DOE

Classification: Exempt

Approximate Hours: 40+ hours per week
