Summary

This position is part of the Air Force Elements, U.S. Transportation Command, Transportation Command. To serve as the direct senior representative of the US Transportation Command (USTRANSCOM) Commander to the Department of Justice (DoJ)/Federal Bureau of Investigations (FBI) National Cyber Investigative Joint Task Force (NCIJTF), in Arlington VA.

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a LIAISON OFFICER (CYBER) at the GS-0301-15 some of your typical work assignments may include:

  • Serves as the senior civilian representative and principle advisor to NCIJTF with a special focus within the NCIJTF on USTRANSCOM transportation and JDDE needs.
  • Fuse all-source intelligence, unique and sensitive cyber information, detailed knowledge of DoD C3 systems, and law enforcement investigative information to assist with the development of relevant assessments and timely, actionable recommendations to USTRANSCOM and NCIJTF/law enforcement senior leaders.
  • Serves as senior advisor on deployment and distribution coordination process. Advises NCIJTF, GO/FO/SES personnel across NCIJTFs enterprise, and DC3 on the complex physical and cyber threats targeting the extensive USTRANSCOM and Subordinate Command enterprise.
  • Represents senior officials at command conferences, workshops and seminars to advise on USTRANSCOM current and future capabilities, objectives and status relative to cyber threats impacting logistics and transportation.

  • This is a cybersecurity position. The employee must attain and maintain the appropriate DoD approved
    cybersecurity baseline Certificate(s) within six months
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted
    after the occurrence of an emergency and continued through full resumption of all functions.


Qualifications

You may qualify at the GS 15 , if you fulfill the following qualifications :A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below:

  • Serving as an advisor or consultant regarding the Joint Deployment and Distribution Enterprise (JDDE).
  • Providing authoritative advice regarding existing and emerging cyber-vulnerabilities, recommended risk mitigation strategies, potential impact on the strategic deterrence mission, and the operational relevance.
  • Advising on complex physical and cyber threats.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.

You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
