As the Legislative Budget Director, you will lead the legislative fiscal work for programs administered by the Department of Human Services (DHS). This position is an exciting opportunity to work with policy makers and leaders to make impactful, positive changes for people needing services across the state. This posting is available for two distinct positions to serve as the Legislative Budget Director for the Aging and Disability Services administration.

As Legislative Budget Director for the Aging & Disability Services Administration, this position is responsible for:
  • Directing the Governor's legislative budget development for the administration, developing proposals that center on people and community and allow the Governor and Commissioner to accomplish their policy goals for Minnesotans' access to aging & disability services across the state.
  • Directing the department's fiscal analysis on proposed legislation that impacts Aging & Disability Services programs, leading the completion of fiscal notes, analysis, and technical assistance provided to the legislature to ensure that the agency has the operational and programmatic resources to implement proposed changes.
  • Providing fiscal and technical advice, guidance, strategies, and analysis to the Assistant Commissioner, Chief Administrative Officer, and other administration senior management on the development and administration of fiscal policy, the biennial budget, and operational spending plans.
  • Providing fiscal policy advice and analysis to the Budget Director, Chief Financial Officer, State Government Relations Director, and other agency Executive Management Team members on strategies to achieve policy goals for the Aging & Disability Services infrastructure and programs.
  • Leading the administrations' financial management pertaining to program costs and ensuring accountability for implementation and tracking of policies/programs with a fiscal impact. This includes advising leadership on fiscal matters pertaining forecasted programs including Medicaid, as well as grant programs administered by the administration.
  • Working collaboratively with other administrations, other state agencies, and external community partners to ensure that fiscal estimates and legislative strategies are fiscally accurate and operationally sound.
  • Perform other duties as assigned by the Budget Director and the Aging & Disability Services Administration Assistant Commissioner .

This position has a high level of discretion to represent, negotiate and act on behalf of the agency in fiscal policy related matters with legislators, legislative staff, and external community partners.

Qualifications

Minimum Qualifications

Four (4) years' experience in public policy.

Experience must include the following:
  • Direct experience with the legislative process.
  • Experience conducting policy and data analysis.

Preferred Qualifications
  • Experience with aging and disability services programs, Medicaid, or other health and human services policy or programs.
  • Knowledge and understanding of state and federal budgetary processes and procedures.
  • Experience developing fiscal notes on proposed legislation.
  • Experience developing budget and fiscal strategies.
  • Advanced innovative problem-solving skills .
  • Master's degree or higher in Public Policy, Public Administration, Public Health, or related field.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
