Brief Job Description:

The Lease Manager (LM) provides strategic leadership and oversight for Facility Planning and Leasing (FPL) facility leasing operations, ensuring efficient, accurate, and timely execution of lease procurement and administration activities. This LM directs the work of Lease Officers (LOs), establishes performance expectations, manages workload distribution, and ensures high-quality lease administration services are provided to the Health and Human Services Commission (HHSC), Department of State Health Services (DSHS), and Department of Family and Protective Services (DFPS). The LM works with HHSC Regional Administrative Services (RAS) to document leasing requests and resolve lease management issues. The LM also serves as the primary liaison with the Texas Facilities Commission (TFC) to ensure efficient and effective lease administration outcomes are achieved.

In this role the Lease Manager ensures lease agreements; 1) meet agency client service and administrative support operational needs, 2) comply with agency policy and legislative requirements, 3) ensure accessibility required by the Texas Accessibility Standards (TAS) and the Americans with Disabilities Act (ADA), and 4) provides the best value.

The Lease Manager reports to the Director of FPL. In that role the Lease Manager assists the Director with FPL projects and assignments and serves as the backup for the Director.

Essential Job Functions (EJFs):

Leadership and Oversight of Facility Planning and Leasing (FPL) Operations - 40% Provide strategic leadership to the Facility Planning and Leasing (FPL) Lease Officers (LOs) in all lease procurement and administration activities. Establish clear goals and performance expectations to ensure timely, accurate responses to lease requests. Assign work responsibilities, monitor workflow, and ensure prompt, high-quality service delivery to HHSC, DSHS, and DFPS. Foster effective working relationships with the Texas Facilities Commission (TFC) and Regional Administrative Services (RAS).

Team Management and Project Coordination - 30% Meet with LOs as needed to review progress and confirm that lease actions are completed within required timelines. Monitor workloads and adjust assignments to ensure critical deadlines are met. Support the Director by coordinating and assisting with special assignments and departmental projects.

Interdepartmental Coordination - 10% Collaborate with RAS to ensure continuity of processes and procedures with FPL. Provide consultation and technical guidance to RAS staff regarding leasing procedures, proper use of FPL forms, and TFC documentation requirements and processes.

Forms and Documentation Management - 10% Oversee updates to leasing forms-including FPL002, FPL007, FPL011, the HHSC State Agency Lease Contract, HHSC MOU, and HHSC Lease Termination Notice-to ensure they remain current and support procurement and administrative needs. Manage updates to the LO Manual to maintain accuracy and alignment with current processes.

Lease Data Review and Technical Guidance - 10% Review CAFM lease reports to verify accuracy and ensure all information reflects current lease conditions. Lead the review and updating of the CAFM system to improve effectiveness and efficiency.

Knowledge, Skills, and Abilities (KSAs)
  • Knowledge of:
  • State leasing laws, rules, policies, and procedures, including Texas Facilities Commission (TFC) requirements and processes.
  • Facility lease procurement, lease administration, contract management, and facility planning principles.
  • Computer-Aided Facility Management (CAFM) systems, lease process documentation, records management, and data quality practices.
  • Organizational processes related to facility planning, leasing operations, and interagency coordination.

Skill in:
  • Leading, coaching, and supervising professional staff while establishing performance expectations and monitoring workflow.
  • Coordinating multiple lease projects and competing priorities to meet deadlines and service delivery requirements.
  • Collaborating effectively with internal and external stakeholders, including regional staff, program areas, and partner agencies.
  • Analyzing lease data, reviewing reports for accuracy, and identifying opportunities for process improvement.
  • Preparing clear, concise reports, guidance documents, and business correspondence.

Registrations Licensure Requirements or Certifications:

The Lease Manager must have or obtain the Texas CTCM within six months of hire.

Initial Screening Criteria
  • Experience with facility leasing or facility management operations in a large organization.
  • Experience with Microsoft Office products.
  • Experience in management level work.
  • Experience managing contracts.
