Job Summary :

The Learning Experience Designer is responsible for designing, developing, and maintaining engaging digital learning experiences that support employee development and organizational performance. This role combines instructional design, visual design, multimedia development, and learning technology expertise to create interactive eLearning courses, videos, performance support resources, and learning assets that enhance learner engagement, knowledge retention, and skill development. The position supports the department's digital learning strategy by delivering scalable, high-quality learning solutions that meet business needs and provide a consistent learner experience across the organization.

Responsibilities:
  • Design and develop interactive eLearning courses, digital learning experiences, simulations, videos, and performance support resources.
  • Apply principles of visual design, user experience (UX), and adult learning to create engaging and accessible learning solutions.
  • Translate learning objectives and storyboards into polished, high-quality digital products.
  • Create and edit graphics, illustrations, animations, audio, and video assets that enhance the learner experience.
  • Design intuitive navigation, interactions, and learning activities that promote engagement and knowledge retention.
  • Partner with instructional designers, subject matter experts, and business stakeholders to recommend effective learning strategies and creative approaches.
  • Develop assessments, knowledge checks, and scenario-based activities that reinforce learning outcomes.
  • Ensure all learning products align with branding, accessibility, and usability standards.
  • Conduct quality assurance testing across multiple browsers, devices, and learning management systems.
  • Maintain and update existing digital learning content based on learner feedback, data, and business needs.
  • Manage multiple projects simultaneously while meeting established timelines.
  • Stay informed on emerging trends and best practices in learning experience design, visual communication, and educational technology.
  • Performs other duties as assigned
  • Complies with all policies and standards
  • May be required to work hours outside regular work hours, as applicable
  • Observes the work performed by contractors, as applicable
  • Reviews invoices and approves them if the work has contractual standards, as applicable
  • Addresses performance issues with the contractor when possible, as applicable
  • Escalates issues to other parties when needed, as applicable


Required Knowledge/Skills/Abilities:

Required Education and Experience:
  • Bachelor's degree in Instructional Design, Educational Technology, Learning and Development, Education, Graphic Design, Digital Media, Communications, Human Resources, Organizational Development, or a related field.
  • Minimum 4 years of experience in instructional design, eLearning development, learning experience design, educational technology, multimedia development, or a related field.

The Following is/are preferred:
  • Master's degree in Instructional Design, Educational Technology, Learning Sciences, Adult Education, Organizational Development, Human Resources Development, or a related field.
  • Minimum 5 years or more years of experience designing and developing digital learning solutions, including interactive eLearning, multimedia content, video production, and learning technologies.
  • Project management and content development processes
  • Analyzing business needs and translating them into learning solutions


Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
