Overview

Civil & Environmental Consultants, Inc. (CEC) is seeking a Learning & Development Manager to join our team in Moon Township, Pennsylvania. This is an opportunity to lead and enhance learning and talent development programs that support more than 1,000 employees across a growing, employee-owned consulting firm.

 

As part of our Human Resources team, you'll partner with executives, business leaders, and HR professionals to build programs that strengthen leadership capability, support career growth, and help prepare employees for long-term success. You'll have the opportunity to influence development initiatives across engineering, environmental, scientific, and corporate functions while helping shape the future of learning at CEC.

 

Our Moon Township office serves as CEC's headquarters and is home to many of the firm's operational and leadership teams. This role offers significant visibility across the organization and the opportunity to collaborate with stakeholders at all levels while supporting strategic talent initiatives that impact employees nationwide.

Responsibilities:

  • Manage learning and development programs from strategy through delivery, including onboarding, manager and leadership development, mentoring, compliance training, professional exam preparation, skills development, and other business-aligned learning initiatives
  • Lead program planning, facilitation, evaluation, and continuous improvement for recurring development programs and learning experiences
  • Collaborate with HR business partners, business leaders, operations teams, and other stakeholders to assess learning needs and align development solutions with business priorities
  • Develop and maintain learning materials for instructor-led, virtual, and e-learning experiences
  • Deliver learning sessions, program kickoffs, cohort discussions, and other professional development experiences
  • Source, evaluate, and manage external vendors, coaches, facilitators, learning platforms, and development partners
  • Measure program effectiveness using participant feedback, completion data, business insights, and other evaluation metrics
  • Support succession planning, talent reviews, competency frameworks, career development initiatives, onboarding programs, and change management efforts
  • Manage leadership coaching programs, including coach selection, participant matching, engagement oversight, and program evaluation
  • Identify opportunities to improve learning processes, stakeholder communication, participant experience, and program scalability
  • Provide guidance and oversight to administrative resources supporting learning and development programs, as applicable

Qualifications

Required: 

  • 7-10 years of progressive experience in learning and development, talent development, organizational development, HR program management, or a related field
  • Experience implementing succession planning, nine-box talent assessments, or similar talent review processes
  • 2+ years of experience managing an individual contributor, including coaching, development, and performance management
  • Experience planning and executing enterprise-wide or multi-stakeholder development programs
  • Bachelor's degree in Human Resources, Organizational Development, Education, Business, Psychology, or related field (or equivalent experience)

Preferred: 

  • Instructional design experience
  • Facilitation, coaching, change management, or related certifications
  • Experience with learning management systems (LMS) and learning technologies
  • Experience supporting consulting, engineering, scientific, or technical employee populations
