Summary

About the Position: This position is located at the Mark Center, which is a Department of Defense (DoD) facility in Alexandria, Virginia that houses the Washington Headquarters Services (WHS) and other DoD agencies.

Duties

Help

  • Manages complex projects that require analysis, design, development, implementation and continual improvement of instructional products.
  • Serves as the project manager of cooperative agreements or contracts for DoDEA leadership development programs, professional resources and program evaluation
  • Partners with the Instructional Leadership and Innovation Program Manager in the provisioning, planning and systemic alignment with the regional Centers for Instructional Learning.
  • Conducts and implements research on best practices in developing instructional leadership programs, support services and strategies.
  • Collaborate with Education Directorate and CIL leaders to inform and align planning for development of instructional products for instructor-led, virtual, and blended models of professional leadership.
  • Serves as the Contracting Officer Representative (COR) for multiple contracts to include: developing statements of work, maintaining communication with vendors and procurement, evaluating deliverables and ensuring compliance with contract terms.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Requirement for a Leadership Development Specialist:

A. Degree: Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

OR

B. Combination of Education and Experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described in A above.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes developing systemic professional learning programs in compliance with regulations or evaluation systems; managing complex projects that support educators, school leadership, and/or above school level leadership; conducting research to analyze the effectiveness of Prek-12 professional learning; and monitoring contracts for services in relation to leading programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
