Full Job Description
Position Overview:
The Lead Welding Procurement Engineer is responsible for complex procurement actions, including vendor sourcing, solicitation, proposal evaluation, delivery, closeout, and all associated aspects of the procurement process; contract oversight to ensure all applicable contract requirements, BWXT corporate policies and Federal Acquisition Regulations are appropriately applied to procurement actions; overseeing and tracking the purchasing of materials and services to ensure all project needs and timelines are met; auditing the receiving / receipt controls of materials; auditing material stores inventories; establishing purchase requisitions with vendors through BWXT Purchasing and drafting proposals for procurements as required by BWXT procurement procedures and the BWXT contract. This position is within the Welding Engineering department and ensure on-hand inventory of qualified welding consumables.

Your Day to Day as a Lead Welding Procurement Engineer:
  • Responsible for helping lead activities of 2 procurement personnel in sourcing, evaluating, and acquiring welding consumables to support fabricating Naval Nuclear heavy pressure vessels in accordance with customer and design specifications.
  • Assists Unit Manager in technical document review including shop instructions for welding consumable handling and material testing procedures.
  • Acts as the primary delegate for the Unit Manager of Welding Procurement when Unit Manager is absent
  • Establishes purchase requisitions with vendors through BWXT Purchasing department.
  • Oversees and tracks the purchasing of materials and services, ensuring all project needs and timelines are met.
  • Audits the receiving / receipt controls of materials.
  • Audits material stores inventories.
  • Supports audits of supplier performance for quality, delivery, and compliance against BWXT procure procedures and documents.
  • Works with Welding Engineers to draft proposals for procurements as required by BWXT procurement procedures, and the BWXT contract.
  • Ensures all BWXT procurements meet BWXT procedures and customer requirements, to include requirements for competitive sourcing and/or sole source or single source justifications and approvals.
  • Consults with purchasing to ensure purchases "conform to good Commercial and Government procurement practices and requirements".
  • Gains and maintains expertise in related customer and BWXT procedures and requirements.
  • Effectively communicate with requestors and vendors of any change in material or expected delivery times.
  • Work with management to assess and evaluate risk and opportunity with of open contracts to support quarterly financial reviews.


Required Qualifications:
  • Proficiency in MS Office (Word, Excel, PowerPoint, and Outlook) required. Ability to use various inventory management such as SAP and material procurement processing systems.
  • Must be able to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to obtain and maintain a Department of Energy "L" security clearance.
  • Able to complete and maintain all training and qualifications required for the position.
  • Ability to evaluate and prioritize work when given multiple procurement requests at once.
  • Perform other duties as assigned by management.

Education/Experience:
• Minimum Bachelor's degree in Engineering with 4 years of experience
• Preferred supply chain or other relevant degree.
• Procurement experience preferred.

Pay: $97,000 - $181,000

The base salary range for this position in Ohio (US-OH) at the start of employment is expected to be between $97,000 and $181,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,' unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
