POSITION OVERVIEW

The Lead Specialist, Engineering reports directly to the Superintendent, Inspection and is a member of multi-disciplined team responsible for technical and regulatory support to the company and liquefied natural gas (LNG) liquefaction/export terminals. Dedication, sensitivity to safety issues and compliance with policies, procedures and regulatory requirements are essential for the safe, reliable and efficient operation of the terminals.

RESPONSIBILITIES AND ESSENTIAL DUTIES
  • Lead and implement pro-active inspection programs which are based on statutory requirements and Cheniere LNG's policies and guidelines.
  • Advise Inspection Technicians and Subcontractors at the Terminal Facilities.
  • Promote and manage Health, Safety and Environmental aspects related to Inspection and general plant maintenance both for own staff and all contractors & vendor representatives in the Inspection Section.
  • Responsible for checking design specifications of the existing plant and equipment, the correct selection and application of materials and design cases to ensure their safety and integrity of existing and new assets.
  • Responsible for setting up and maintaining effective equipment inspection history and record system in Plant Condition Management Software (PCMS).
  • Monitor the equipment being operated within design parameters and highlight to the management cases of deviation.
  • Develop repair and modifications plans and ensure they are executed to statutory and Cheniere LNG's requirements.
  • Responsible for the provision of Inspection Services for internal and external activities.
  • Responsible for the maintenance of Risk Based Inspection (RBI) systems, Corrosion System Manual and Inspection Procedures.
  • Responsible for the input and management of data in Plant Condition Management Software (PCMS) as per regulatory and Company requirements.
  • Responsible for development, management and coordination of service contracts and third party inspection personnel.
  • Responsible for routinely reporting Key Performance Indicators (KPI) as measurement tools for department performance.
  • Support, as necessary, regulatory (DOT, FERC, LADEQ, etc.) inspections and audits.

KNOWLEDGE AND SKILLS:

Knowledge:

Must be experienced with corrosion monitoring, common damage mechanisms and causes of corrosion. Experience with traditional and modern (PAUT / EMAT) NDE methods and application. The preferred candidate will have intermediate to expert level PCMS experience, and knowledge of RBI module.

  • A high level of safety awareness and knowledge of applicable Industry design regulations is required.
  • Computer literate with typical office packages.


EDUCATION AND EXPERIENCE

Education, Training and Certifications: Bachelors of Science degree in Mechanical Engineering or Materials Engineering preferred, OR at least (2) two certifications consisting of: API 510, API 570, API 653, API 580, API 571, API 579, AWS/CWI preferred.)

Experience: Minimum of ten (10+) years' of relevant experience. Must have experience in the inspection of fixed equipment, with background in the oil and gas industry. Must also have working experience of plant operations and maintenance systems and proven experience with RBI programs.

WORK CONDITIONS
  • While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type and write.
  • Must be able to board a ship via a gangway, climb to the top of a tank (200+ steps), scale vertical steel ladder up to forty feet or more in height, and lift and move objects weighting up to 30 pounds.
  • While performing the duties of this job, the employee will work indoors and outdoors, and exposed to year around weather conditions, ocean environment, noise, and occasionally process gases and vapors.
  • Specific vision abilities required include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Job is performed in a typical office environment, but is subject to time pressures and constraints, and is often dependent on input from others.
  • Subject to drug and alcohol testing, per applicable federal regulations.
  • Must maintain a Transportation Workers Identification Credential (TWIC) Card in good standing.
  • Occasionally, work may be performed from home, after normal work hours or on weekends.
  • May be required to work overtime.
