As a LEAD SECURITY COOPERATION ORGANIZATION (SCO) POLICY ANALYST at the GS-0301-14 some of your typical work assignments may include:
- Reviews changes to law, policies, and regulations pertaining to SCO operations and staffing of SC personnel working at U.S. Embassies to ensure that Department publications are up to date and accurately reflect approved policy and practices.
- Leads the team by developing and staffing DoD directives and instructions, DSCA policies and procedures, and legislative language to establish processes for the employment and
support of the DSCS. - Serves on or leads, inter- and intra-agency working groups impacting DSCS, SCO management, and multiple DoD organizations/agencies.
- Incumbent leads a team supporting 1,500 civilians and military officers working at 140
U.S. embassies.

QualificationsYou may qualify at the GS-15 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
- Developing policies, procedures, and processes for managing, evaluating, and supporting a global SCO workforce
- Leading major program studies with emphasis on assessing those programs that pertain to Security Cooperation (SC) training and SCO country-unique mission sets and activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
EducationSubstitution of education may not be used in lieu of specialized experience for this grade level.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.
