Summary

This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for planning, directing, reviewing, and evaluating the development of proposed DSCA and OSD

policy pertaining to personnel assigned to the DSCS and force management

matters, and organizational structures for leadership approval.

As a LEAD SECURITY COOPERATION ORGANIZATION (SCO) POLICY ANALYST at the GS-0301-14 some of your typical work assignments may include:

  • Reviews changes to law, policies, and regulations pertaining to SCO operations and staffing of SC personnel working at U.S. Embassies to ensure that Department publications are up to date and accurately reflect approved policy and practices.
  • Leads the team by developing and staffing DoD directives and instructions, DSCA policies and procedures, and legislative language to establish processes for the employment and
    support of the DSCS.
  • Serves on or leads, inter- and intra-agency working groups impacting DSCS, SCO management, and multiple DoD organizations/agencies.
  • Incumbent leads a team supporting 1,500 civilians and military officers working at 140
    U.S. embassies.

Qualifications

You may qualify at the GS-15 grade level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:

  • Developing policies, procedures, and processes for managing, evaluating, and supporting a global SCO workforce
  • Leading major program studies with emphasis on assessing those programs that pertain to Security Cooperation (SC) training and SCO country-unique mission sets and activities.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame. This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.

You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
