Full Job Description
Lead Programs Counsel, North America Liberty Mutual's North America Legal Team seeks a highly motivated, collaborative attorney to serve as lead counsel for its North America Programs & Delegated Authority business. This is a programs- and delegated authority-focused (re)insurance role supporting Liberty Mutual's continued growth in programs and other delegated authority arrangements across admitted and non-admitted / E&S markets. Programs and delegated authority represent one of the fastest-growing areas of the insurance market and are a key strategic priority for Liberty Mutual over the next five years, with ambitious growth plans across North America. Legal will play a critical role in helping build an integrated North America Programs & Delegated Authority business that can scale responsibly across underwriting, distribution, claims, reinsurance, operations, compliance, and data. The attorney in this role will work closely with senior leaders across North America and Global Risk Solutions, as well as with teams in Programs, Underwriting, Distribution, Claims, Reinsurance, Operations, Compliance, and Data, to help structure, negotiate, and govern program business and related third-party relationships in a way that enables growth while appropriately managing legal and regulatory risk. This role will focus on delegated authority and other program arrangements, TPA and related services agreements, reinsurance-supported program structures, and regulatory issues affecting programs business across admitted and E&S platforms. The role may also include limited support on related policy language and product matters as needed. Please note typical starting salary is $155,000-$188,000 Responsibilities 3 Serve as the primary legal advisor to Liberty Mutual's North America Programs & Delegated Authority business and leadership across admitted and non-admitted / E&S markets. 3 Support Liberty Mutual's growth in programs and other delegated authority arrangements by advising on the structuring, launch, negotiation, and governance of new and existing program relationships. 3 Help build the legal foundation for an integrated North America Programs & Delegated Authority business, partnering across underwriting, distribution, claims, reinsurance, operations, compliance, and data to support scalable growth and disciplined execution. 3 Partner with senior North America and Global Risk Solutions leadership on strategic programs initiatives and complex business arrangements. 3 Structure, draft, review, and negotiate delegated authority arrangements and other program-related agreements, including MGA, MGU, program administrator, producer, distribution, services, and other third-party agreements. 3 Draft, review, and negotiate TPA contracts and advise on claims delegation, oversight, settlement authority, and related operational and compliance issues. 3 Advise on reinsurance-related aspects of programs business, including fronting, ceded reinsurance, collateral, access fees, profit share, and other risk transfer arrangements. 3 Advise on domestic insurance regulatory issues affecting programs business across admitted and E&S markets, including surplus lines, producer, MGA, TPA, delegated authority, and claims-related considerations. 3 Support legal review of program onboarding, ongoing governance, issue escalation, amendments, renewals, and offboarding / runoff matters as needed. 3 Collaborate across Legal and with business stakeholders to provide practical, commercially sound advice and support training on relevant legal and regulatory developments. Qualifications 3 JD from an accredited law school and admission to at least one U.S. state bar (eligible for in-house counsel registration as applicable). 3 Typically 5+ years of insurance industry legal experience, whether in house at a P&C insurer or in private practice representing insurers. Open to candidates with deeper experience for more senior consideration. 3 Demonstrated expertise in domestic insurance regulation (P&C), including practical experience across admitted and non-admitted (E&S) markets. 3 Experience structuring, drafting, and negotiating delegated authority, MGA, program, and related distribution or services agreements, and advising on claims handling and TPA arrangements, preferred. 3 Familiarity with reinsurance structures and arrangements relevant to programs business, including fronting and other risk transfer frameworks, preferred. 3 Proven experience partnering with Underwriting and, where relevant, Product on insurance product development, program structures, and regulatory strategy. 3 Strong drafting, negotiation, and client-facing skills, with the ability to communicate complex legal issues succinctly to executives and non-lawyers. 3 Business orientation, sound judgment, responsiveness, and a collaborative approach.
