Concurrent Technologies Corporation (CTC) is seeking a qualified and proactive Lead Program Analyst to support federal capital investment and infrastructure initiatives within the Energy, Resilience and Sustainability (ERS) Division. This position will support programs that strengthen infrastructure resilience, energy security, mission readiness, and the long-term sustainability of federal installations and assets.

The ERS Division is seeking a detail-oriented Lead Program Analyst with experience in federal program analysis, capital investment, infrastructure, facilities, construction, or program management. The ideal candidate will excel in data analysis, program planning, financial tracking, governance, reporting, and technical documentation. Familiarity with Restoration & Modernization (RM), Demolition, Operations & Maintenance (O&M), and Military Construction (MILCON) programs is highly desirable. The successful candidate will be detail-oriented, proactive, and comfortable independently coordinating across multiple stakeholders while maintaining high standards for quality, accuracy, and compliance.

Key Responsibilities:
  • Serves as a senior-level advisor and region point of contact responsible for supporting the execution of the Force Design and Barracks 2030 initiatives across Marine Corps Installations.
  • Performs project management activities for a portfolio of programs and projects, tracking and reporting cost, schedule, and performance metrics to support Government oversight.
  • Serves as primary contractor interface with the Regional Facilities Officer.
  • Assists with infrastructure planning, program development, budgeting, and execution support for MILCON, FSRM, and centrally managed programs.
  • Supports operation and maintenance of information management systems, dashboards, and data tools. (e.g., iNFADS, PAX, and other financial and real property lifecycle tools).
  • Establishes and monitor performance metrics to evaluate strategy effectiveness and track progress against Government-approved targets.
  • Provides expert technical support to the Regional Real Property Accountability Officer (RPAO) for Real Property Inventory (RPI) activities and accountability requirements.


Basic Qualifications:
  • Bachelor's degree in relevant discipline (e.g., business, engineering, public policy or public administration).
  • 6+ years of experience working with Government or DoD/DON/USMC programs, real estate, real property, MILCON project development, or capital investment.
  • Knowledge of Force Design and Barracks 2030 initiatives.
  • Experience leading capital investment programs (e.g., FSRM, MILCON, or demolition, or similar programs) within DoD or federal facilities organizations.
  • Familiarity with FSRM, demolition analysis methods, MILCON planning processes, and related policy frameworks (e.g., MCO 11000.5).
  • Experience developing governance materials, charters, agendas, minutes, and After-Action Reports for senior-level working groups.
  • Strong stakeholder engagement skills, including working with headquarters, regional commands, and cross-functional program teams.
  • Ability to work on multiple projects at a time and juggle competing priorities while meeting tight deadlines.
  • Experience with Microsoft product suite, including MS Teams, Word, Excel, and PowerPoint.


Preferred Qualifications
  • Master's degree is relevant discipline
  • Direct experience supporting Marine Corps installations facilities programs.
  • Familiarity with lifecycle management, asset accountability, or real property systems.
  • Experience facilitating workshops, conferences, or multi-day events
  • Advanced Excel and PowerPoint capability, including dashboards, automation, and complex data visualization.
  • Professional certifications such as PMP or equivalent.


Benefits:
  • The starting salary range for this position has been established as $110,000 - $130,000
