Lead Procurement Specialist

Starting Salary Range: $100,000 - $130,000

The State Corporation Commission ("SCC") seeks a talented Lead Procurement Specialist to join its Sourcing and Supplier Management team. The Lead Procurement Specialist will utilize sourcing strategies to develop, manage, and administer complex sourcing efforts and contracts (to include Information Technology (IT)) in accordance with procurement laws, regulations, policies, and procedures. The Lead Procurement Specialist position offers a hybrid work schedule (typically 3 days in office and 2 telework days each week) as well as a variety of professional development and training opportunities.

Essential functions and responsibilities of the Lead Procurement Specialist include, but are not limited to, the following:
• Developing and executing sourcing strategies for a wide variety of services, IT solutions, and goods for varying levels of complexity and fiscal value
• Assisting SCC divisions by advising and assisting on appropriate sourcing methods
• Managing the sourcing process for formal and informal solicitations, to include conducting formal pre-bid and pre-proposal conferences; preparing negotiation strategy and leading negotiations; ensuring bid conformity with solicitation requirements and determining acceptable bids; and providing guidance to evaluation committee members throughout the process
• Sourcing Small Purchases, Cooperative Procurements, Request for Proposals, Invitation for Bids, Sole Source Procurements, and Emergency procurements
• Managing, reviewing, and analyzing requests for changes in contracts as well as justifications for award and non-award
• Participating in the development and delivery of training to divisions
• Providing guidance and mentoring to sourcing staff
• Participating in the agency's small purchase card program
• Identifying and making recommendations for areas of improvement within sourcing processes
• Ensuring all procurement and contracts are executed in accordance with laws and policies and adhering to all applicate processes and procedures
• Performing market research and analyzing data to make appropriate recommendations
• Collaborating with leadership to develop and implement risk and issue identification, escalation, and resolution strategies
• Identifying areas of improvement and supporting maturity of procurement processes and tools
• Leading and participating in special projects
• Resolving complex purchasing and invoice issues
• Advising divisions on procurement and contract policies and procedures
• Planning and conducting training classes
• Performing other sourcing-related work as assigned
