SummaryThis position will serve as a Lead Other Transactions Authority (OTA) Agreements Specialist with responsibility for overseeing and managing the use of OTAs.
DutiesHelp
- Serves as the expert on all business operations and administrative concerns and problems and is a recognized authority on the OTA mechanism.
- Advising senior program staff in designing and developing program plans and strategies, including strategic assistance plans, funding plans, resource allocation plans, etc.
- Develops, recommends and establishes short-and long-term plans for conducting continuing analysis of OTA activities.
- Formulates and develops strategies and plans for identifying potential or actual OTA problems, analyzes their impact and effects, and develops appropriate solutions.
- Serves as a senior representative and advisor on all assigned committees and groups which function as reviewing, priority setting, and funding bodies.
- Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
QualificationsYou qualify at the GS-14 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Soliciting or executing non-traditional transactional agreements related to research, prototype, and/or production; 2) Negotiating terms, conditions, clauses, and deliverables for scientific research and development or prototype contracts or agreements; 3) Conducting financial analysis to create budget models; and 4) Providing guidance on acquisition award laws, principles, and regulations to plan research funding activities.
