Summary

Serves as an advisor and consultant to the supervisor, senior leadership, and stakeholders (internal and external) on issues regarding legislation and technical, regulatory, procedural, and operational aspects of Compensation Service benefit programs.

Specific duties include:

Makes policy that results in decisions that affect disability claims processing for employees in all 56 Regional Offices and three Decision Review Operations Centers in determining service connection in Veterans' claims.

Provides higher level VA officials with sound data upon which to base complex management decisions and shares in the overall responsibility with the first line supervisor, for the efficient operations of the Legislative Staff.

Consistently writes accurate, clear, and ready-to-use documents and emails, while adhering to accepted standards of formatting and style, spelling, grammar, punctuation, etc. Develops technically and legally correct legislative proposals, policy letters, decision assessment documents or other policy instruments or guidance in a timely manner to support VBA's mission.

Serves as the primary author of congressional testimony, views, and technical assistance, and addresses and responds to inquiries and request from members of Congress and their staffs regarding VA's statutory framework, regulations, policies, and procedures.

Provides strategic direction that results in policy and program changes impacting Veterans. Analyzes, assesses and advises peers and leadership on the impact of pending, current or new legislation, legislative history, regulations, regulation history, policy, case law, scientific studies, and claims data in order to formulate policy decisions affecting VA benefits programs.

Manages multiple legislative related projects concurrently among multiple resources, other divisions, or agents outside of the organization. Monitors the impact of developing or evolving areas of interest for VA based on new or pending legislation, case law, statute or regulation to assist Congress and VA in the development of new laws or regulations.

Demonstrates mastery of the claims process, procedures, functions, responsibilities, and authorities that interact in the administration and implementation of the CS benefits program. Participates in special projects devoted to supporting policy analysis and updates.

Deals with issues of both sensitive and high-profile nature (e.g., Traumatic Brain Injury, Military Sexual Trauma, Agent Orange, Gulf War, etc.) and advises leadership on the national and local impact of changes in process, protocol, regulations or legal statutes, which may impact or shape the future direction of the organization.

Analyzes and evaluates, on a qualitative and quantitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Undertakes long- and short-range research and studies program activities within CS to support the organization's business goals and objectives.

Prepares and provides oral presentations to various audiences within CS, VBA senior leadership, department level executives, and outside agencies. Develops PowerPoint presentations covering highlights of new material and providing practical applications and examples. May represent the Chief at meetings and conferences.

Collaborates with representatives across VA and external stakeholders to complete tasks and accomplish the mission of the compensation benefit program.

Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to ensure that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.

Serves as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus-building activities among team members.

Reports to the supervisor periodically on team and individual work accomplishments, problems, and progress in mastering tasks and work processes, and individual and team training needs.

Participates in hiring activities such as reviewing resumes, interviewing, and scoring of writing exercises in support of team staffing goals.

Work Schedule: Full time, Monday through Friday 0800 am - 1630 pm.

Telework: Available. This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.

Virtual: This is a virtual position. Virtual: Work performed on a 100% full-time basis using VA-leased space or at a VA facility other than the facility that hired the employee. (i.e., Veterans Resource Center on a military base).

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.


The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS-14 Grade Level:

  • Specialized Experience: is experience that has equipped the applicant with the knowledge, skills, and abilities necessary to successfully perform the duties of the GS-0343-14 Lead Management Analyst and is typically acquired through work directly related to veterans' benefits administration. Applicants must demonstrate comprehensive knowledge of complex laws, regulations, policies, procedures, and Federal legislation governing the full range of VA benefits programs, as well as the ability to interpret and apply these authorities to resolve complex issues, provide authoritative technical guidance, and ensure consistent implementation of program requirements. Applicants must also possess extensive knowledge of Federal, state, and local benefits programs and demonstrate the ability to communicate complex benefits information effectively, both orally and in writing, to diverse audiences.
    Qualifying experience must also include leading a staff responsible for implementing veterans' benefits programs by planning and assigning work, providing technical direction and oversight, evaluating employee performance, ensuring compliance with applicable laws, regulations, policies, and quality standards, resolving complex operational issues, and promoting the timely, accurate, and consistent administration of veterans' benefits programs.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and

visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and

stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries

reference books, files, and similar items. No special physical demands are required.
