The primary purpose of this position is to serves as a Lead human resource program manager and senior subject matter expert, researching, developing, and recommending new and innovative corporate policies, practices, and processes for the management of human resources and personnel programs on behalf of WR-ALC. Performs official lead duties over subordinate employees overseeing projects, assignments and studies encompassing recruitment under the Direct Hiring Authority, AcqDemo program management, development of PDs and PRDs, liaison between Complex personnel offices, their respective Groups, AFSC, AFMC and AFPC, processing of RPAs and ACRs, and developing hiring strategies in order to ensure the balance of a skilled workforce. Program development and oversight includes one or more of the following: Execution of the human resource program in support of group and staff offices to ensure mission success by identifying appropriate skills requirements, evaluating appropriate movement/alignment of personnel and positions, and developing/managing required core documents and PRDs. Conducting gap analysis and working with DP, CPS, and AFPC on executing HR mission goals and objectives. Providing executive-level advice and recommendations on manning/skills/cross-functional alignment to address workload changes and mission requirements.

- May be required to travel away from the normal duty station on military or commercial aircraft IAW the Joint Travel Regulations (JTR) for training or mission accomplishment.
- May be required to work extended or other than normal duty hours.

Knowledge, Skills, and Abilities (KSA):
1. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
2. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
3. Skill in interpreting and applying complex DoW, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
