Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight, Consumer Support Group (CSG).

As a Lead Health Insurance Specialist, GS-0107-14, leads the development and implementation of policy related to health care price transparency and other consumer protection authorities within the Division's portfolio.

Duties

Help

  • Leads and coordinates the work of a multidisciplinary team by assigning work, monitoring progress, coaching employees, balancing workloads, and ensuring timely accomplishment of organizational goals.
  • Serves as a technical advisor by analyzing complex health insurance policy and program issues, developing recommendations, and advising leadership on strategic and operational decisions.
  • Leads cross-functional initiatives and collaborates with internal and external stakeholders to implement program objectives, resolve complex issues, and represent the organization in meetings and briefings.
  • Oversees program operations and system functionality by coordinating with information technology staff and contractors, ensuring policy requirements are implemented effectively, and identifying opportunities for process improvement.
  • Develops and evaluates policies, regulations, guidance, and program documentation to support the implementation of health insurance transparency and consumer protection initiatives and improve program effectiveness.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:

1. Leading the development or analysis of policies related to the private health insurance market; and

2. Collaborating with internal and external stakeholders and representing an organization in meetings, briefings, or workgroups; and

3. Reviewing, evaluating, and drafting recommendations pertaining to the private health insurance market and advising management on these recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
