Ontario Health Toronto’s Health System Strategy, Design and Engagement team advances regional strategies that bring provincial priorities to life in Toronto’s diverse local context. The team leads high-impact work in health equity, strategic partnerships, patient and caregiver engagement, and engagement with Francophone, First Nations, Inuit, Métis, Urban Indigenous, Black and other equity-deserving communities.
The Health Equity Lead, Indigenous Populations will play a key role in strengthening Ontario Health Toronto’s Indigenous engagement and health equity strategies, aligned with Ontario Health’s broader Equity, Inclusion, Diversity and Anti-Racism and Indigenous Health Equity portfolios.
Working with regional and provincial partners, Indigenous communities and organizations, this role will help advance culturally safe learning, working and care environments, improve access to services, and support system-level change that responds to the needs, values and preferences of Indigenous peoples.
As a trusted connector and subject matter lead, the successful candidate will support engagement with First Nations, Inuit, Métis and Urban Indigenous communities, patients, caregivers, partners and internal teams to shape strategies that improve Indigenous health outcomes and experiences across the Toronto Region.
Here is what you will be doing:
General
- Build and sustain collaborative relationships with Indigenous communities, health system partners, service providers and internal teams to advance regional priorities and Ontario Health’s mission.
- Represent Ontario Health Toronto on regional, provincial and local committees, working groups and project teams focused on integration, quality care and health equity.
- Provide advice, reports and strategic input to senior leaders and program areas on Indigenous engagement, community issues, communications and change impacts.
- Foster respectful, results-focused collaboration across partners to support shared accountability and meaningful outcomes.
Health Leadership
- Lead engagement with First Nations, Inuit, Métis and Urban Indigenous communities, organizations, leaders and partners, supporting culturally appropriate protocols, events, workshops and communication.
- Serve as a regional subject matter expert on Indigenous health equity, engagement, planning and facilitation, sharing promising practices and supporting alignment across the region.
- Collaborate with internal and cross-regional colleagues to identify opportunities, address challenges and advance strategies that improve Indigenous health experiences and outcomes.
- Lead or support ministry reporting, provincial initiatives and related deliverables connected to the Indigenous health equity portfolio.
Project & Change Management
- Monitor health system trends, priorities and emerging issues related to Indigenous health equity, engagement and system change.
- Plan, coordinate and manage projects that support regional priorities, including assigning resources, tracking progress, maintaining records and completing required reporting.
- Develop value-added processes and practical solutions that support core regional work and continuous improvement.
- Perform other duties as assigned.
Here is what you will need to be successful:
Education and Experience
- Post-secondary degree in health administration, health planning, business administration, research or a relevant field, or an equivalent combination of education, training and experience.
- Five years of management experience in complex, dynamic health care environments in the public and/or private sectors, including health care service delivery management.
- Three years of experience working in Indigenous programs related to health education.
- Good understanding of the City of Toronto FNIMUI population landscape, including urban communities, health service providers, First Nation communities, community engagement and cultural protocols.
- Preference will be given to individuals with lived experience in a FNIMUI community and to candidates with an understanding of Ontario Health Toronto Region Indigenous languages.
- Good working knowledge of FNIMUI health planning processes, including jurisdictional issues associated with the delivery of Indigenous health care services, and sensitivity to federal and provincial FNIMUI health planning processes.
- Experience building and nurturing relationships with Indigenous communities, Leaders, Elders, Language-Speakers, Oral Historians and Knowledge Keepers.
- Knowledge of the Ministry of Health, Ministry of Long-Term Care and the health care system, including the evolving role of Ontario Health, sector issues and priorities, and their impact on service delivery and patient/provider experience.
- Demonstrated information-gathering techniques and resources.
- Proven ability to be a productive team member and lead project teams.
- Understanding of the Ontario health care system, its stakeholders, programs and issues.
- Expert knowledge of planning models and approaches, recognizing broader trends in health care policy and system development.
- Experience in process improvement methodology is an asset.
- Experience in project management methodology, including use of project management software, is an asset.

- Strong relationship management skills, including demonstrated experience working effectively in partnership with a broad range of individuals and organizations of diverse backgrounds.
- Strategic planning skills, including the ability to develop short- and longer-term plans that reflect current trends, identify future priorities for relevance and leadership, and operationalize strategies to execute key priorities.
- Strong change management skills, including the ability to focus priorities, drive positive change, and encourage accountability in self and others.
- Risk management skills, including the ability to measure and evaluate outcomes and adjust direction as appropriate.
