The Houston-based Environmental & Air Specialist is responsible for the development, implementation, and continuous improvement of Magnolia's environmental compliance and environmental performance programs. This position serves as the company's primary environmental compliance and air quality subject matter expert, ensuring compliance with applicable federal, state, and local environmental regulations while supporting Magnolia's environmental stewardship and emissions reduction objectives.
The Environmental & Air Specialist will work closely with operations personnel, HSER professionals, regulatory staff, consultants, and leadership to establish environmental management systems, compliance processes, and performance improvement initiatives that support safe, reliable, and environmentally responsible operations. This role will provide strategic oversight of Magnolia's air compliance, emissions management, greenhouse gas reporting, environmental reporting, and environmental regulatory programs while partnering closely with field-based environmental personnel who support program execution. This position will play a key role in developing the processes, standards, and systems necessary to support Magnolia's continued growth and environmental performance goals.
Responsibilities:- Lead the development, implementation, and continuous improvement of Magnolia's environmental compliance and environmental performance programs.
- Serve as Magnolia's primary subject matter expert for environmental regulations affecting upstream oil and gas operations, with a particular focus on air compliance and emissions management.
- Develop, implement, and maintain environmental management systems, compliance processes, standards, and procedures to ensure consistent execution across company operations.
- Lead compliance programs associated with air permitting, air emissions, greenhouse gas reporting, NSPS OOOOa and OOOOb requirements, LDAR, and other applicable regulatory programs.
- Coordinate with environmental consultants supporting air permitting, emissions calculations, greenhouse gas inventory development, regulatory reporting, and other environmental compliance activities.
- Provide oversight of Magnolia's air permitting program and support operational planning activities to ensure environmental considerations are incorporated into facility design, modifications, and development projects.
- Establish processes to ensure regulatory obligations are identified, tracked, and completed in a timely and compliant manner.
- Provide oversight of Magnolia's LDAR program, including monitoring strategies, compliance tracking, data analysis, and continuous improvement initiatives.
- Analyze environmental, emissions, and compliance data to identify trends, risks, opportunities, and performance improvement actions.
- Lead development of environmental metrics, emissions performance indicators, and reporting tools used to communicate environmental performance to company leadership and external stakeholders.
- Partner with Operations, Engineering, Regulatory, Land, and HSER teams to integrate environmental requirements into business activities and operational decision-making.
- Support environmental audits, assessments, regulatory inspections, due diligence efforts, and compliance reviews.
- Monitor emerging environmental regulations, industry trends, and best practices and evaluate potential impacts to Magnolia operations.
- Support environmental incident investigations and corrective action processes to identify improvement opportunities and strengthen environmental performance.
- Provide leadership and guidance to field-based environmental personnel and support alignment of field activities with Magnolia's environmental programs and objectives.
Qualifications:- Bachelor's degree in Environmental Science, Environmental Engineering, Chemical Engineering, Petroleum Engineering, Mechanical Engineering, or related discipline required.
- 10+ years of environmental compliance experience supporting upstream oil and gas operations preferred.
- Strong experience managing air compliance programs, emissions inventories, air permitting, emissions reporting, greenhouse gas reporting, and environmental regulatory compliance.
- Experience with NSPS OOOOa and OOOOb requirements, LDAR programs, greenhouse gas inventories, and emissions management programs.
- Environmental engineering, facility engineering, production engineering, or other technical engineering experience is highly desirable.
- Strong understanding of EPA, TCEQ, and Texas Railroad Commission environmental regulations.
- Experience managing environmental consultants, technical studies, regulatory reporting, and permitting activities.
- Demonstrated ability to develop and implement environmental management systems, compliance processes, and performance improvement initiatives.
- Strong analytical skills with experience evaluating environmental, emissions, and compliance data to drive decision-making and continuous improvement.
- Excellent written and verbal communication skills with the ability to communicate effectively with operations personnel, consultants, regulators, and executive leadership.
- Proficiency with Microsoft Office applications and environmental reporting and data management systems.
Job Location:- Houston, Texas
- Periodic travel to Magnolia field operations and other company locations will be required.
