Position Information:

Job Title: Lead Engineer - Transmission & Substation Project Development

Locations: Binghamton, NY or Rochester, NY

Salary Range: $116,640 - $145,800

Schedule: On Site - Office

Job Summary

This position is responsible for executing comprehensive needs and solutions assessments to address a wide range of Transmission & Substation (T&S) reliability and infrastructure needs. This position is expected to develop internal staff, collaborate across organizations, and lead external (consulting) resources across a wide range of utility disciplines (Protection & Control (P&C), Engineering, etc.) in the pursuit of project development.

Key Responsibilities
  • Responsible for the development of the majority of new T&S capital projects to a Conceptual design level (IP2) ready for financial approval and eventual handoff for project Execution (i.e. detailed design, procurement, and construction).
  • Responsible for ensuring that all proposed T&S projects meet stakeholder and internal Investment Plan requirements by ensuring proper justification and supporting documentation is available.
  • Lead member and contributor role at the Transmission System review Group (TSRG) responsible for vetting and approving new projects prior to delivering them for execution. Includes thorough review and feedback of submitted TSRG stakeholder materials. May take on role of chair or Vice Chair of TSRG for AVANGRID.
  • Responsible for technical, investment oversight and decision making for all T&S capital projects from inception through construction.
  • Supports all aspects of AVANGRID's Long Term Outlook of the T&S CAPEX investment portfolio including rate case preparations, regulatory funding commitments, ISO reporting, etc.
  • Regular collaboration with Operations, Maintenance, and Planning personnel to identify and mitigate T&S system issues.
  • Investigates reports of T&S system needs requiring comprehensive intervention assessments in a prioritized manner to ensure that issues are appropriately addressed in AVANGRID's long-term investment plan (e.g. operations, maintenance, field surveys, etc.).
  • Establishes the acceptable level of documentation required for projects based on the cost, complexity, and regulatory requirements associated with each project.
  • Extensive presentation and report preparation (and or review/editing) skills are essential, including the ability to concisely articulate decision making. This includes both executive and comprehensive level explanations of system needs ranging in complexity along with mapping to recommended solutions (or planned projects).
  • Ability to present compelling messages to internal and external stakeholders including executives, regulators, and ISO's.
  • Ability to develop and build collaborative and constructive relationships across internal business areas and teams and/or external stakeholders including regulators and ISO's.
  • For Lead Engineers:
    • Utilize knowledge to influence and guide department engineers.
    • Provide technical leadership in complex projects that have a wide impact on the department
    • Mentor, develop and support team in technical skills
    • Ability to collaborate across departments
    • Liaison/direct contractors on company policy, standards and best practices
    • Work independently with little supervision


Required Qualifications
  • Education & Experience Required:
    • Bachelor's degree in Electrical, Civil, or Structural Engineering.
    • An advanced education such as an MBA and/or a Professional Engineering License is a plus.
    • 7+ years of practical experience and working knowledge across a broad range of T&D Power Systems including Planning, Engineering, Construction, or Operations.
  • Technical Skills/Competencies
    • Theoretical Engineering knowledge: Planning, Operations and Engineering Design, Analytics, Modeling & Calculation (e.g. sym. Components, per unit, etc.), understanding the business model; Global View of the Business (Values cross-functional collaboration, understands importance of growing knowledge and developing relationships and links across the organization)


  • Practical Engineering Experience/Application: Planning, Operations and Engineering Design, Construction, (e.g. field experience, standardization, develop business case and defend in front of stakeholders)


  • Engineering documentation: Ability to adequately document and interpret engineering documentation, review and approve engineering work done by others


  • Knowledge of Regulatory and Compliance Environment: Local, State and Federal Regulatory Standards and Requirements (NERC, NPCC, ISO, PUC, etc.)


  • Functional/job/business specific Competencies:
    • Strategic and Technical Leadership:
      • Provides strategic leadership and collaboration with teams working across multiple operating companies and geographic locations.
      • Initiates, leads, collaborates or advises on a broad range of highly complex multi-disciplinary issues across electric Networks business areas such as Asset Management, T&S project technical review, System Topology design, Reliability and Resiliency, Equipment Standardization, Equipment Ratings, and Protection & Control.
      • Provides leadership and facilitates collaborative decision making.
    • Communicate, influence and motivate:
      • Use of excellent verbal and written communication skills with all levels of management to inform and influence others, providing strategic input for business plans and decision making.
      • Serves as a witness on a broad range of regulatory and technical issues to advance business objectives (ISO's, siting council, PUC's, etc.).
      • Represent AVANGRID in national and regional forums.
    • Predict needs, direct the development of solutions:
      • Initiate studies/activities required to identify issues and system needs, evaluate threats/opportunities, define and prioritize system-wide solutions based on risk, value and implementation complexity.
    • Regional Strategy & Regulatory:
      • Represents company interests before regional and regulatory bodies.
      • Provides strategic guidance and support on complex regulatory and technical issues.
      • Assists executive and other senior leaders in identifying and managing risks, opportunities and business uncertainty driven from such things as changes in the industry (regulatory, process, forecasts) and projects/growth endeavors under consideration.
      • Provides input into the development of processes and strategies for the business unit that reflect knowledge of national, regional, and local dockets, orders and regulations.
      • Anticipates impacts of legislative and regulatory changes to tariffs, investment rate recovery and business strategies and plans.
      • Stays abreast of changes in the industry and initiate effective responses across business areas, such as studies/assessments, evaluation of threats/opportunities/possible outcomes, and recommendation of alternatives based on risk, value and implementation complexity.
      • Represent AVANGRID in national and regional forums.

  • Demonstrated ability to deliver thoughtful, practical and innovative approaches to evaluation of solution alternatives to justify T&S projects and resulting investment plans.
  • Demonstrated ability to oversee and/or prepare sufficient documentation and deliver concise communications at all levels including internal Executives and Sr. Leadership as well as external Regulators, ISOs and other key stakeholders.
