This critical position holds direct operational accountability for directing the verification of complex Government telecommunications registries against multiple large, disparate data sets. The ideal candidate must possess an extensive professional chronology demonstrating 5+ years of IT experience. This timeline should showcase strong leadership across data-quality rule development, cross-system discrepancy resolution, master-database administration, and the generation of high-level analytical inventory summaries within highly secured federal parameters.
This expert will ensure data integrity across millions of global site records, monitoring metrics like service quantities, usage variables, billed amounts, and customer contact data to enable error-free migrations to the GSA Enterprise Infrastructure Services (EIS) contract and Commercial Voice Services (CVS) vehicles.

Principal Responsibilities- Control the master transition inventory database, ensuring data tracking structures remain up to date, accessible, and optimized for daily reporting.
- Direct the systematic validation of GSA's Transition Inventory against multiple authoritative DoD network registries to maintain exact tracking records throughout the transition lifecycle.
- Formulate and implement strict data-quality validation rules to instantly isolate cross-system inventory discrepancies.
- Investigate complex accounting and circuit errors across multi-vendor billing logs, spreadsheets, and federal tracking environments.
- Coordinate database update workflows closely with DITCO Software Platform Personnel, the Transition PMO, and active EIS contractors.
- Extract, structure, and deliver recurring daily, weekly, and cumulative status reports organized dynamically by agency name, site location, and migration phase.
- Oversee the continuous tracking of telecommunications line details including service types, quantities, usage spikes, features, hardware components, and site contacts.
- Provide data analytics input to support the PMO during option-period financial forecasting, contract ceiling monitoring, and funding utilization analysis.
Core Data & Technical Domain Capabilities- Expert-level capabilities in database management, large-scale data cleansing, and complex multi-source data reconciliation workflows.
- Advanced mastery of Excel (including complex formulas, lookups, and pivot models) and enterprise relational database query tools.
- Familiarity or hands-on exposure to federal telecommunications inventory and billing systems, leveraging records from platforms like GSA E-Morris, TIBI, TBI, TCOSS, DISA StoreFront, or WWOLS.
- Functional capacity to translate raw data elements into structured tracking metrics that map directly to service order starts and discontinues.
Governance, Clearance & Government Infrastructure- Comprehensive mastery in protecting sensitive government data assets, proprietary corporate metrics, and unclassified Controlled Technical Information (CTI) in compliance with DoDI 5200.48.
- Direct experience operating inside a federal contracting data framework, managing tracking baselines, and maintaining compliance with defense cybersecurity instructions.
