Full Job Description
The Lead Compliance Analyst will lead compliance projects and processes, serve as a compliance resource for individuals throughout the Bank, and will be responsible for monitoring regulatory developments. The Lead Compliance Analyst will work independently and collaboratively with the compliance team and other departments as needed.

Accountabilities:

Key Responsibilities:

  • Lead efforts for the maintenance, implementation and continuous improvement of the Bank's Compliance Risk Management Program, including ownership of supporting policies, procedures, standards, and governance documents.
  • Lead compliance monitoring, risk assessments and other oversight designed to evaluate adherence to applicable regulatory requirements, internal policies, and established controls. internal governance
  • Lead the Bank's Regulatory Change Management Process, assisting impacted business units with understanding new/changing laws and regulatory expectations to ensure successful compliance implementation. This includes monitoring for new regulatory requirements, coordinating and leading Gap Analyses with affected business units, providing compliance credible challenges around identified compliance activities, gaps, and planned remediation
  • Lead annual compliance assessment over the Prudential Management and Operations Standards (PMOS)
  • Ensure and review compliance of new member applications
  • Assist business units with developing and delivering a compliance training program to ensure employees have the training and support to meet regulatory requirements
  • Track and coordinate required regulatory and third-party compliance reporting obligations, ensuring timely completion by responsible business units
  • Develop, maintain, and implement Compliance Risk Management policies and procedures
  • Oversee remediation plans resulting from compliance monitoring, risk assessments, audits, examinations and other compliance-related reviews to ensure timely and effective resolution
  • Lead the annual Compliance Risk and Control Self-Assessment
  • Produce accurate, timely, and meaningful compliance risk reporting to management, committees, and the Board
  • Serve as a compliance subject matter expert, while providing guidance and assistance to individuals serving in compliance-related roles across various business units regarding regulatory compliance
  • Maintain collaborative relationships with individuals throughout the Bank, providing support to the first line, to help ensure they clearly understand their roles and responsibilities for ensuring ongoing compliance
  • Lead the Banks 1b Program including quarterly meetings, trainings (as needed) and providing guidance for designated 1b representatives
  • Maintain the Bank's centralized regulatory requirements and controls inventory (regulatory inventory)
  • Lead compliance-related special projects
  • Attend Bank committees/subcommittees as assigned or necessary for Compliance Risk Management Program responsibilities
  • Attend and lead FHLBank System Compliance meetings
  • Other compliance projects and work as assigned


Requirements:

  • Bachelor's degree in business related field or equivalent experience
  • 5+ years of banking regulations or compliance experience
  • Excellent interpersonal, written, and verbal communication skills
  • Demonstrated ability to manage multiple priorities and adapt to changing regulatory and business environments
  • Strong analytical, prioritization, research, organizational, and problem-solving skills
  • Ability to research, interpret, and assess regulatory requirements and business impacts
  • Strong attention to detail with a risk-minded approach and critical thinking skills
  • Ability to build relationships and effectively collaborate with individuals at all levels of the organization
  • Proficient with MS Office products (Excel, Outlook, PowerPoint, and Word)
  • Proficient experience with Governance, Risk, and Compliance platforms
  • Preferred Qualifications:
  • Certified Regulatory Compliance Manager
  • BSA/AML certification


Compensation Range:
Annual Salary: $91,258.00 - $108,369.00

This salary range represents the Bank's good faith and reasonable estimate of possible compensation at the time of hire. Offer to be determined by selected applicant's education, experience, knowledge, skills & abilities, as well as internal equity and alignment with market data. This role is also eligible to participate in the Bank's annual incentive plan.
