The position is in the Office of Audit.
As a Lead Auditor, you will:
- Assist the Audit Director in the conduct of day-to-day audit operations within the applicable Directorate which includes planning, executing, reporting, and liaison responsibilities.
- Lead a team of auditors; set priorities and deadlines; assign work to team members based on skill level of team members, difficulty of task, priorities, etc.; review and analyze technical and work-related problems/issues that arise and develop or recommend alternative solutions; represent the team in effort to resolve auditee disagreements with audit findings and conclusions; recommend input to performance appraisals; and develop individual development plans.
- Maintain continuous visibility of ongoing audits, ensure progress, and review audit documentation to ensure compliance with GAGAS including those related to the sufficiency and appropriateness of evidence.
- Provide sufficient guidance and direction to staff assigned to the audit and assisting staff with executing the audit as necessary, to address the audit objectives and follow applicable requirements, while staying informed about significant problems encountered, reviewing the work performed, and providing effective on-the-job training and development of staff.

- Undergo an income tax verification.

-Travel, as required by the position. However, many audits, inspections and evaluations are done locally, so there may be no travel required for periods of time

Ethics: FHFA-OIG employees are subject to government-wide ethical standards of conduct, financial disclosure requirements, and post-employment prohibitions. In addition, certain FHFA-OIG employees are prohibited from accepting compensation from Fannie Mae and Freddie Mac for a two-year period after terminating employment with FHFA-OIG. Furthermore, to avoid financial conflicts-of interest or the appearance of conflicts-of-interest, FHFA-OIG employees may need to divest or sell certain assets they, their spouse, or minor children own or control, including securities issued by Fannie Mae, Freddie Mac, or the Federal Home Loan Banks. Employees who work on Federal Home Loan Bank issues may need to sell or divest financial interests with any of the Federal Home Loan Bank members, which may include stock in bank holding companies, insurance companies, and other financial services firms.
QualificationsThe experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your résumé.
You must meet the following requirements by the closing date of this announcement.
Specialized experience: For the EL-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-13 grade level in the Federal service. (EL-14 is equivalent to a GS-14), that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience for this position is defined as:
- Experience reviewing legislation, reports, financial analyses and statements, and other background information, and holding discussions with program personnel in order to become familiar with program requirements and operations.
AND- Experience developing audit plans, and modifying them during the course of audits to change areas of emphasis or approaches, as necessary.
In addition to the above requirements, you must meet the following
time-in-grade requirement, if applicable:
For the EL-14, you must have been at the EL/GS-13level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
EducationEducation Requirements: A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
